In recent years, middle school students’traffic safety problem is becoming more and more serious, and more and more caught attention of the governments at all levels. On April5,2012, after consulting and soliciting the various opinions from all sides, the State Council promulgated the "Regulations on school bus safety management", in which the use and management of the school bus is clearly defined, but there are many other problems which endanger the traffic safety of middle school students. As a member of the local traffic police system, the author pays close attention to the traffic safety of middle school students, and hopes that this research can provide some reference suggestions for the existing traffic safety problems among middle school students.In this paper, the author regards nine middle schools in Dengzhou city as examples to explore the problems which endanger the traffic safety of middle school students as comprehensively as possible through the deeply fieldwork research of the schools, the investigation of students’ traffic safety consciousness, the interviews with parents, teachers and the head of relevant functional departments on the problems of traffic safety. The author also reads a large number of related papers, journals, books, and etc. on student traffic safety, and strives to provide the necessary theoretical support and rich materials for the writing of this paper. In paper writing, combined with the study of pedagogy, sociology, with Beichuan Chesan accident causal chain theory as the theoretical basis, the author regards the problem of traffic safety for middle school students as a chain system from the school of education, system, laws and regulations, supervision, equipment, and so on. Because the existing of this series of insecurity factors, the unsafe state and behavior appears, and ultimately traffic accidents occur. Specifically reflected on the middle school students’ traffic safety problems, this theory has many aspects:whether the school’s education on traffic safety is sound and enough; whether the school’s peripheral traffic safety facilities is complete and in good order; if the school bus and the driver are qualified; if the layout of school education resources is reasonable to avoid the traffic safety hidden dangers caused by excessive concentration of students; Whether the traffic police department perform nursing duties; whether the social corresponding student traffic safety association can be established to assist the government and school to assure the students’ traffic safety; whether the communities can participate in to form the family-road-school one-stop security for students; Can establish students’traffic safety laws and regulations Whether insurance mechanism can be introduced to reduce the students possible accident burden and get timely treatment.Based on these.problems, this theory explores the methods, measures and the system of traffic safety to insure the middle school students’security from the four "E" of the traffic safety, namely, education, engineering, law enforcement and emergency four aspects. These solutions can be adopted to do the work of traffic safety:strengthen the middle school students’ traffic safety education; improve the campus surrounding traffic facilities, do a good job of city planning, and optimize educational resources; strengthen student traffic safety management and law enforcement, complete student traffic safety system; establish student traffic safety emergency system. Only schools, governments, and society working together, we make concerted efforts to do a better job in middle school students’ traffic safety for the healthy growth of our students. In this study, under the guidance of causal chain theory and traffic safety’s four "E" strategies, the author analyzes the factors which impact the middle school students’ traffic safety deeply, and constructs the sound and reasonable mechanism to eliminate unsafe states and behaviors and finally prevents the occurrence of traffic accidents. This paper has some innovations in the system and integrity. Especially by drafting the "student traffic safety law" and "student safety law", we define the responsibilities and obligations of each functional department from a legal level. We consider thoroughly the factors influencing middle school students to the various aspects of traffic safety, so as to provide necessary legal support for the solution of the system for middle school students’ traffic safety, which has certain innovation on the construction of macro system.
