Research On Emergency Management Of Highway Traffic Emergencies In Yunnan Province

Transport is the guarantee that the social and economic development,and regional cooperation and public people travel.For Yunnan Province,Because of unique location of Yunnan,more than 93% of passengers and cargos rely on road traffic.Road traffic is the basis of economic development and general way to people travels.Road traffic is plays a very important role in people's traveling,freight and economic construction in Yunnan Province.During the 12 th Five-Year Plan,road traffic has been developing rapidly of Yunnan,Road traffic net scale has been expanded.The number of kilometers is developing.But the special geological features and climatic factors of Yunnan,Bring about natural disasters frequently.With the development of social economic,the frequent regional cooperation and the increase in number of cars,natural disasters are becoming more frequently.Therefore restricting the development of road traffic in Yunnan.On the one hand,the development of road traffic net in Yunnan,People demands of travel increased,On the other hand,natural disasters are frequent.Making the emergency management of road transport in Yunnan put forward higher requirements.So,road maintenance and emergency management,road security;It is worthy to study how to use road net to rescuing effectively,materials delivery,evacuating and so on.The paper is divided into four chapters.The first chapter defines the concepts,studies theory.The basic situation of the construction and emergency management of the road traffic in Yunnan will be introduced in chapter two.Finding the problems in emergency management of road traffic with the author's practical experience.The third chapter includes the experience of emergency management in the United States,Japan,Hunan province,Henan province and other developed countries and provices,And finding the valuable methods that are suitable for Yunnan Province.The methods to improve the level of emergency management of road traffic in Yunnan has been researched.The author made three general suggestions that including twelve definite Countermeasures.On the basis of experience in other countries,provices,combining with Yunnan's actual situation and Development Planning of emergency management of road traffic,the suggestions are feasible and practical.
