Water transport is the main component of the modern comprehensive transport system,responsible for more than 90% of foreign trade cargo transport.In the new period,the state has put forward the strategy of becoming a powerful country in transportation,which has set higher requirements for the waterway transportation industry,and water traffic safety has become the primary condition,the state has put forward the guiding principle of "double prevention mechanism" in work safety to contain serious and major accidents and to establish a "double prevention mechanism" for the graded management and control of safety risks and the investigation and treatment of potential accidents,and it's paying off.The water transport industry is an important part of production safety,and it is also accelerating the construction of a "dual prevention mechanism," but at present the entire industry is still in the process of trial and error,and the process varies from place to place,some are borrowed mechanically from other industries,some are combined with the actual revision,has not yet formed a unified approach to the entire industry.Through the research on the construction of "double prevention mechanism" of water traffic safety,and taking Zhangjiagang,the largest port on the inland river,as the research object,the paper thoroughly studies the related theories of "double prevention mechanism",and through the analysis of actual cases,this paper probes into the misunderstandings and problems existing in the construction process,analyzes the root causes of the problems,and puts forward some suggestions on the perfect "double prevention mechanism" of water traffic safety,it provides theoretical support for the further scientific construction of the "double prevention mechanism" of water traffic safety,and improves the water traffic safety in essence.Through consulting the domestic and foreign research literature on safety management,such as government public management,accident cause theory,risk management and hidden danger investigation and treatment,combining with practice,this paper studies the construction of "double prevention mechanism" for Water Traffic Safety in Zhangjiagang,and thoroughly investigates the risks and hidden dangers of water traffic safety in the Zhangjiagang section of the Yangtze River,a great deal of information and important data on the construction of "double prevention mechanism" have been obtained.Through the data analysis on the port characteristics of Zhangjiagang and on the classified management and control of safety risks and the treatment of hidden dangers in maritime traffic,the background,current situation and existing problems of the construction of "dual prevention mechanism" for Water Traffic Safety in Zhangjiagang are mastered,which provides a solid foundation for further research work.Through the study,it is found that while the construction of "dual prevention mechanism" for Water Traffic Safety in Zhangjiagang has made remarkable achievements,there are also some problems and deficiencies,or mistaken areas,it mainly focuses on the unreasonable organization,the lag of regulation after the Policy Change,the lack of regulatory facilities to meet the needs of the Yangtze River's large-volume Shipping Traffic Organization,the prevalence of departmental protectionism and so on.At the same time,the paper studies the related theories and the related scholars' viewpoints,in the risk,the hidden danger and the dangerous source relations,in the dangerous source,the risk,the hidden danger and the accident relations,to form their own views on the relationship between the "double prevention mechanism" and the traditional supervision means,to straighten out the internal logical relationship between them,and to put forward that risk is the externalization of risk source and risk source is the carrier of risk,risk Management is not complete or control measures failure will become a hidden danger,the increase in the number of hidden danger,will lead to water traffic accidents.These research results are of great significance to improve the work of "dual prevention mechanism" of water traffic safety.
