Scarcity And Contention Of Attention:An Analysis Of China's Political Operation Process

Attention is the attention or attention projection of the action subject to the object.Under the premise of bounded rationality,no matter individual or organization,attention scarcity is inevitable,and to a large extent,it exists in the form of fixed value.In the era of information explosion,facing the situation of information overload,it is more important to allocate scarce attention effectively.Information coding,construction and selection,as well as various external factors are important reasons for the change of attention.Through the participatory observation of the He Zhang Zhi in the W city of S Province,we find that in the actual process of political operation in China,attention politics is an unbalanced distribution of political power or authority,which is derived from the information screening mechanism of the bureaucracy,the unbalance of power,the distribution of the top-down and the change of the reward and punishment system,and the change of the system of rewards and punishment.In the process of politics,the attention competition or avoidance behavior of individuals in all levels of government,functional departments or organizations.Generally speaking,governments at all levels and functional departments have problems of scarcity of attention,which are characterized by competing characteristics in view of local,departmental or personal interests.Specifically,the upper and lower levels and functional departments will compete with each other,trying to influence the other party to allocate their scarce attention to themselves.The main method for the lower level attention allocation is through the business guidance or private relationship;the lower level for higher level attention allocation is mainly using formal and informal style,wearing hat competition(Dai Mao Jing Zheng).Moreover,the individual and the organization are competing for their respective attention,showing a business sequence pattern(Cha Xu Ge Ju).More importantly,the system is not only an effective avoidance of scarce attention,but also a reflection of scarce attention.In the process of attention competition,the evaluation and incentive mechanism play a major role.The change of the assessment content and its weight plays a leading role in the attention contention,which directly causes the attention change of the subject to be examined,and to realize the examination object or the contention of the attention of the superior.
