Research On The Government Agenda Setting Under The Perspective Of Attention Allocation

Agenda setting is one of the most key link in the government public policy formulation process and also the first mark in public policy-making. Agenda setting determines which issues can access to the government's decision-making agenda and what topics are being excluded from government decisions. In the process of agenda setting, how an which to choose the issues have decisive role on the correctness of the public policy making. Especially in the information explosion of society, with the development of the Internet, we have more tool and convenient ways to obtain information. Therefore, whether ordinary decision makers or the government will spend more resources, especially scarce attention in order to make a easy decision. And it's harder to make efficient and correct decision.As a limited rational organization, the limitation of government's attention and information make the information processing ability of government is limited. In the process of agenda setting, It's more difficult for government to found the problem and select issue from the ocean of information. The bigger tension between Information and attention make its influence to government agenda setting is more obvious. Therefore we can act the attention as the government agenda setting constraint factors. Then we can research government agenda setting from the perspective of attention allocation. We hope It can enriched the agenda-setting theory and also hope to provide protection of the correctness of the decision-making from the source.Attention allocation is a dynamic and procedural distribution on the effect Incentive. Organizational factors, decision makers personal factors, social factors and public crisis, the Event will influence government attention allocation. I defined the most influential factor as dominant factor. Then according to different dominant factors, I divided the government attention configuration into four patterns: government attention allocation value orientation mode, government attention width configuration constraints, the focus of government attention configuration conversion mode and the government attention fixed configuration mode. And then I find three specific case to analysis the various factors how to affect the government agenda setting. And I find five disadvantages:Institutional interest expression channel impeded, Backward government information processing mechanism, Kidnapped by public opinion, Long cycle of agenda-setting, and the key decision makers influence is too large, Aiming at the five disadvantages, I put forward five perfect recommendations:establishing the dual mechanism of interest expression, establish information oriented decision thinking, using big data technology to dig deeper issues, strengthen the supervision of the media and public opinion supervision function and the classification of the decision problem management mechanism.
