Research On The Impact Of Public Opinions On Microblog Of Emergencies On The Allocation Of Government Attention

With the rapid development of the Internet,China has entered an era of information explosion.As the central institution of public management activities,the government must not only deal with complicated public affairs,but also face a variety of massive information.Under this circumstance,the scarcity of government's attention resources is particularly prominent.Government's attention is an important factor influencing the government decision-making.Whether a public affairs can finally ends up on the government's policy agenda depends on whether it is noticed.In recent years,Microblog plays a particularly important role in the exposure of emergencies.Once some emergencies are exposed on Microblog,they can quickly enter the government's vision,arouse the government's attention,and affect the government's policy agenda.And with the development of public opinion,it deeply affects the allocation of attention resources of the government in the event.Therefore,in-depth research on the influence of Microblog on the allocation of government attention resources is not only of profound theoretical value,but also has important practical guiding significance for the government to better deal with Microblog public opinion and allocate the scarce public resource of attention.This study started from 40 typical emergencies in the past two years,with Microblog as the main public opinion position.Based on attention theory,life cycle theory and agenda setting theory,combined with Microblog's agenda setting function,mainly using content analysis and case study methods to analyze the Microblog's public opinion content,public opinion evolution cycle and government response of emergencies.In this way,we can explore the distribution process of the government's attention resources in the development of weibo public opinion from attracting,focusing,transferring and dissipating.reveal the rules and advantages of Microblog in the distribution of government's attention,and also discusses the problems that Microblog affects the government's attention allocation,targeted measures are put forward from the government,micro-blog operators,micro-blog users to solve the problem,in order to further play the micro-blog on the government's positive impact on the allocation of attention to provide theoretical support.
