A Study Of Attention Allocation And Driving Logic Of Local Governmental In Social Protest

At present,our society is experiencing a modern transformation under the "synchronic extrusion" state,in the process the old and new society contradiction interweave each other,causing frequent social protest,and presenting a new situation of evolution to the violent and destructive.Basing on “the vertically decentralized authoritarianism” in China,the local government not only fulfills the social management functions directly and bears the responsibility of maintaining local social order,but also acts as the actual responder of social protest.In the decision-making process of struggle events,the local government can distribute attention under the interaction of the outside world information and the inner preference,which produced differentiation and diversity of operations in the interaction with protesters.In recent years,the local government's attention become divided in the face of social protest under the double pressures of political and social and no longer just stare at the pole of the economic growth,but in view of the different social protest to strategically allocate their attention.Based on the 42 social protest events,this study uses the text analysis of social protest cases,summarized the local government's attention,and making a typology division,namely development,social stability,the government innovation.Need specially pointed out that,in most of the time,the local government's attention in social protest is unstable,they will change their attention base on the environment,it means that there is a initial distribution of the concentration,secondary distribution or redistribution.The root cause of this instability lies in the improper allocation of initial attention of the local governments,that is,the initial attention of local governments is the key variable to determine the follow-up of the social protests.On the base of the domestic and foreign literature review,and combing with the relevant experience observation,this study starts from three dimensions: the political,the social,the government itself to establish 7 explanatory variables: the superiors in,the local autonomy,the network mobilization,the expression,the interest correlation,the financial genius.Then based on the 42 social protest cases,using the method of clear set design comparison analysis(csQCA)respectively discusses the social protest from the initial concentration distribution of local government to the development of socialism,social stability,the government innovation on three types of drive logic.Among them,to drive the local government all ocates its initial attention to the development of socialism on the condition of combination based on Boolean algebra minimization principle which can be further divided into three kinds of drive logic: after the chase,embedded extrapolation,endogenous profits;The distribution of the social stability can be further summarized into two driving logic: external pressure superposition and social dominance;the distribution of the government innovation can be further summarized into three driving logic: multiple compound,internal and external interactive,social pressure type.In order to clearly present the dynamic evolution process of the attention of local government in the process of social protest,this study using unconstrained information processing model and the political system theory try to put forward the IAP interpretation model of the divide of local government‘s attention,the main theoretical assumptions is that when the driving mechanism of preference to play a leading role,the local government 's attention divide gradually;When the information drive mechanism plays a leading role,local government's attention is dramatically changed.Then using the IAP interpretation model,and basing on the panoramic rendering of three typical of social pro test,coherently descript,deeply explain and dynamically analyze the current political system environment of the local government's response to fights.Social protest is a complex problem involving the top design of the national level,the public administrative practice of local level and the improve of the public sense of satisfactory of the social level,it is hard to work just rely on local government response,though sometimes the problem is solved,mostly is take temporary solution not effect a permanent cure.Social protest,therefore,needs urgently the change from the governance by the local government response to the national system,means that the state is neither reaches the designated position one pace to solve the problem of political structure,also is not once and for all to eliminate social protest,but basing on the dual dimension: central and local governments,focusing on the initial stage of happening chain of social protest to manage systematically,and on the base of the local government's developlism,socialism,social stability and the government innovation means,paying their attention on the feasible path of people's satisfaction,such as opening two-way flow of information between central-local and society,building an evaluation system of the competition officials for people's satisfaction,building an official assessment system for people's satisfaction,promoting the local risk assessment in the process of making important decisions under the rule of law,to promote the transformation during the local government decision-making process,so as to realize an orderly and beneficial of social protest.
