Online catering with the advantages of convenience,affordability and diversity,strongly permeates public's daily life.It has become the mainstream of food consumption for most people.According to statistics,3/4 of Chinese internet users have had the experience on online catering.13.1 percent of them have consumed their food online at least once a day.People who make food orders online around once or twice per week were counted for 32.4percent,while 33.7 percent have online food consumptions between three to five times per week.With rapid development of online catering market,however,the food safety of online catering has potentially become a high risk area,which has brought attentions from both public and government.But Chinese food safety supervision of online catering,at current stage,still lags behind.This paper is going to explore theoretical basis and practical path on improving the food safety supervision in the field of online catering based on a deep understanding of online catering market's situation and current status of food safety supervision,from the legislation,regulatory model,standard setting,Information platform setting,relief,social governance and other aspects.In addition to the introduction and conclusion,this article consists of following four sections:The first section of this study focuses on the basic theory of food safety supervision on online catering.It firstly defines the study subject for this paper through introducing the connotation of online catering,food safety and supervision.Secondly,it refines the types of objects of supervision based on the combination of legal relationships among online catering's subjects.Finally,it explains the principle of online catering's food safety supervision.The second section investigates the current situation of online catering's food safety supervision,which is made up from three parts.First of all,it summarises Chinese current supervisory system from three aspects including legislation,regulatory mode and standard system.This is followed by reviewing and categorising past social cases to classify the online catering's food safety supervision's present situation of implementation into four different angles of certificate,health,publicity and rights.Finally,it discusses the difficulties of supervision on online catering's food safety from "landing platform sevice”,WeChat takeaways,home-based food business and small network catering business.The third section analyses how lacking of food safety supervision affects online catering from three aspects: regulatory vacancy,regulatory anomie and inefficient supervision.At the same time,this section also discusses the causes from five points including legislation,regulatory model,standard system,means of supervision and confirmation of responsibility.The last section gives the countermeasures and advices to Chinese current online catering's food safety supervision from regulatory system,information platform,social governance and relief methods.The supervision system mainly involves three aspects: legal system,regulatory mode and standard system.Information platforms include government platforms that publish unified information,platforms that expose food procession chain,and evaluation platforms that are openning for businesses' credit assessment.Social governance mainly expounds the roles of supervision from four areas of social forces such as platform operators,guilds,media and consumers.Finally,this study aims to enrich the way of relief and improve the efficiency of relief through the improvement of food traceability and recall system,as well as online and offline dispute settlement mechanism.
