With the rapid development of information technology,the era of big data Internet has arrived,and most industries have completed the transformation from offline to online,including online catering.In the past decade,the market of online delivery platforms has grown rapidly.Online catering not only provides convenience for consumers,but also brings new problems to food safety supervision.Due to the main body diversity,hidden transactions and dispersed customer sources of online catering,traditional food safety supervision have been unable to meet the requirements of online catering supervision in the era of big data.In the era of “Internet +”,the supervision system of Internet catering food safety needs to be innovated and improved.Based on the current development status of Internet catering in China,this paper focuses on the Internet catering in Longwan District of Wenzhou,and analyzes the basic situation of food safety supervision in Longwan District at the present stage by using the theory of information asymmetry and、 the theory of intelligent supervision,through research methods such as literature research,questionnaire survey and interview.Its focus is to summarize and sort out the problems and challenges of safety supervision based on the current basic supervision capacity of food safety in Longwan District and the existing measures,and try to explore effective supervision optimization strategies and paths for food safety supervision under the current supervision framework of network catering.Through research,it has been found that the main problems in the supervision of online catering food safety in Longwan District are: Firstly,the low level of industry standardization leads to poor regulatory effectiveness;Secondly,it is difficult to trace the safety of online catering food;Thirdly,there is a significant lack of grassroots regulatory power;The fourth is the lack of an environment where multiple parties participate in regulation.The main reasons for the above regulatory difficulties are: Firstly,the optimization of the business environment and the low entry threshold for online catering;Secondly,third-party catering platforms have independent data and severely asymmetric regulatory information;Thirdly,the regulatory team is weak,and resource allocation cannot meet practical needs;Fourth is that the laws and regulations of online catering are not sound,and the cost of illegal activities is not high;Fifth,the participation level of social organizations is low,and the external supervision mechanism is not well-grounded.In response to the current problems and reasons mentioned above,this article will propose the following five optimization strategies: Firstly,improve the admission mechanism for online catering and improve the qualification of employees;Second is to implement the main responsibility and strengthen the autonomy ability of third-party catering platforms;Thirdly,strengthen the grassroots regulatory team and digital construction to improve the efficiency of online and offline supervision;Fourthly,improve laws and regulations on food safety in online catering,and exert regulatory effectiveness;Fifth is to establish a smart regulatory model with government responsibility,social coordination,and public participation.
