With the development of the economy,people's lives are changing greatly.Food safety issue,which is inseparable from people's lives,has received more and more attention and has gradually become a social topic.Food safety is closely related to people's lives,it is also a very important part for the social management of the government.In recent years,the information age has brought new changes to the traditional catering industry.Since 2011,China's online catering market has maintained a high-speed development momentum.Based on the characteristics of the Internet catering,such as subject diversity,transaction concealment and customer diversification,the social management methods and food safety supervision models have also been challenged.How to supervise the online catering market has become a hot spot,the network food and beverage food safety supervision and management system needs to be innovated and improved.This paper focuses on the development status of online catering in Shanghai,and it uses the information asymmetry theory and collaborative governance theory to analyze the current network catering services.Through literature research methods,case analysis methods,questionnaire survey methods,this paper focuses on the relationship between online catering service providers,third-party platforms for online catering transactions,and supervisory management departments,and it analyzes the problems encountered in the development of online catering services.Based on the current network food regulatory legal framework,this paper explores and optimizes the effective supervision measures and optimal path for the government supervision and management department to the network catering service industry,maintains the online catering services industry to run smoothly,and maintains the actual interests of online catering consumers.The issue of online catering food safety has become a hot topic,and the government regulatory authorities have also responded positively.On November 10,2017,the State Food and Drug Administration issued the “Network Food Service Food Safety Supervision and Management Measures”,and it will take effect on January 1,2018.Under the current regulatory situation,this paper analyzes the online catering service industry J District in Shanghai,and there are still several aspects thatcan be improved in the current food safety supervision.Firstly,due to the initial development and expansion,the third-party platform for online catering transactions is not strict to verify the qualification of platform merchants.Secondly,with the increase in circulation in catering service transactions,the food safety factor is reduced.Thirdly,the regulatory from the government is weak,and it is not able to timely and effectively regulate online catering transactions.Fourthly,various government departments cannot conduct smooth cooperation,the regulatory model is relatively rigid.Optimizing food catering services food safety supervision should aim at service industry governance and healthy development,should integrate existing regulatory resources,improve regulatory efficiency,and strive to build a self-discipline,social participation,and government-efficient regulatory system.In order to better respond to the public and fulfill the regulatory objectives in the industry,the government should implement food safety supervision laws and regulations as soon as possible to implement regulatory practices,and it should establish a mobile,convenient,and integrated regulatory platform to promote the whole society to participate in building online food ordering system.
