Nepal is located in the south of the Himalayas,in the northern part of the South Asian subcontinent,its northern part is adjacent to China's Tibet,and the rest of the east,west and south sides are bordered by India and is a typical inland country.Geopolitical constraints and the weakness of comprehensive national power have made Nepal's national survival and development subject to the external environment.As a neighboring country of Nepal,India has long sought an exclusive dominance in South Asia and its overall strength far exceeds that of Nepal.Obviously,the bilateral relationship between Nepal and India is asymmetric.In asymmetric relations,in the face of a strong neighboring country,what kind of diplomatic strategy will Nepal choose for India?How will the impact of asymmetric structural effects lead to Nepal's diplomatic dilemma?Based on the theory of asymmetry,this dissertation builds an analytical framework for the diplomatic dilemma of small countries in asymmetric bilateral relations,analyzes Nepal's diplomatic strategy choices against India in different historical stages,and the diplomatic dilemmas of small countries facing Nepal.Compared with the "preference" of major current international relations theory for big countries,the asymmetric theory pays more attention to small countries,perceptions and behavior choices,and points out the perceptual differences and misperceptions of big and small countries under asymmetrical power structures.In the asymmetric relationship,the relative weakness of strength makes small countries relatively disadvantageous in the game with big countries,and the diplomatic dilemma of small countries is more obvious.Since the establishment of diplomatic relations between Nepal and India,India has always been the absolute center of Nepal's diplomatic relations,affecting the selection and implementation of Nepal's diplomatic strategy.In the bilateral relations between Niger and India,the asymmetry of the two countries determines the difference between the psychological perception and behavior choices of the two countries.However,the international environment and regional conditions are constantly changing.This will change Nepal's risk perception and interest pursuit.Diplomatic strategies or policies will also be adjusted accordingly.The result is that Nepal is a small country in India's asymmetric relationship.Diplomatic dilemmas are also different.In the early 1950s,after India's strong independence and the implementation of its South Asia strategy,fragile Nepal was deeply insecure.It paid close attention to India's "every move" and"resigned" to India's recognition of its "autonomy".During this period,Nepal implemented a "one-sided" diplomatic strategy,and its external relations have fully turned to India to accept India's guidance.However,Nepal's diplomacy between India and India has fallen into its own predicament and its external activities have been very limited and passive.After the 1960s,Nepal proposed balanced diplomacy between big powers and implemented "equidistant" between the two major neighboring countries of India and China.It caused dissatisfaction and blows in India.The structural misunderstandings caused by Nepal and India made the two countries development asymmetry conflicts,India's forced intervention also led to Nepal's "equidistant" relative imbalance.Therefore,whether it is a "one-sided" strategy or a balanced one,as long as the asymmetric relationship between Nepal and India still exists,the asymmetric structural effect will have a greater impact on Nepal and diplomatic dilemmas will have correspondingly more.In the future,under balanced diplomacy,India has always been one of the most important diplomatic relations in Nepal.How to deal with the diplomatic dilemma with India and India in the asymmetric relationship will be a diplomatic problem that Nepal must face squarely.This will not only test the Nepalese government's diplomatic wisdom,but also depend on which Foreign Policy Nepal will choose.In asymmetric bilateral relations,the two countries should establish a friendly and interactive model to promote the healthy and stable development of bilateral relations.
