Research On The Way To Improve The Ability Of Social Organizations To Undertake Government Public Services

With the rise of administrative reform and the continuous development of the transformation of government functions in China,it is necessary for the government to purchase public services from social organizations.However,the lack of capacity of social organizations to undertake government public services is prominent,which hinders the process of government purchasing public services from social organizations.Therefore,it is of great significance for government administrative reform and social coordinated governance to study the path of improving the ability of social organizations to undertake government public services.The promotion of social organization ability is an important corollary of Marxist social development theory.The theory of service-oriented government,the theory of principal-agent and the theory of capacity-building provide the content,procedure and main body theoretical support for social organizations to undertake the capacity improvement of government public services.The ability of social organizations to undertake government public services can be divided into ten indicators:project information acquisition ability,communication ability with government departments,learning ability of new knowledge,project design ability,financial management ability,institutional management ability,human resource management ability,external publicity ability,professional service ability and fund raising ability.Hangzhou social organizations have made some market-oriented exploration in the field of people's livelihood to undertake government public services.Through the questionnaire survey and regression analysis of 214 social organizations,it shows that:(1)the internal capacity-building and external environmental conditions of social organizations have a certain impact on the ability of social organizations to undertake government public services;(2)the internal capacity-building of social organizations,professional The higher the ability of social organizations to communicate with the government,the higher the ability of social organizations to undertake public services;(3)in terms of external environmental conditions,the smoother the information channels to undertake the government's livelihood affairs,the more the number of public service projects undertaken by social organizations,the more standardized the government's purchase of public services,and the higher the ability of social organizations to undertake public services,but involving different regulations Fan may become a short-term constraint on the ability of social organizations to undertake government public services.There are five main reasons for the insufficient capacity of social organizations to undertake the government's public services,namely,the insufficient market capacity of public services,the insufficient specialization of social organizations' functions,the low trust and acceptance of social organizations by the government and society,and the irregular operation of social organizations.In order to improve the ability of social organizations to undertake government public services,the government and social organizations should strengthen the construction from the following four ways:(1)strengthen the internal governance of social organizations;(2)establish the information communication mechanism between the buyer and the service provider;(3)build the integrated resource exchange platform of government purchasing public services;(4)improve the process of government purchasing public services.
