What Affect Local Governmental Pucblic Service Ability For Innovation

It is a social development rule that the quality of government public service and thegrowth of economy are interactive. In western countries, governmental public service withhigh quality has a very close relationship with economic growth. And the progress ofdevelopment and reform is accompanied by the growth of economy and living standard inthese countries. As economic globalization goes even further, if one country or region hasmake effort to improve public service and economic environment, more capital will beattracted in. Governmental reform and innovation are the main themes in public serviceof the today’s world. In our country with more than one billion people, the public serviceinnovation system of local government is considered to be an important component and basicpart of the nation’s public service innovation system.In this thesis the theory of public service is used in the study of local governmentalpublic service innovation. Qualitative analysis also is used along with quantitative analysis,and canonical parse with empirical research. This paper evaluates the ability for present localgovernment public service by interviewing and questionnaire. And meanwhile, it analyzed theinfluence caused by the factors from internal and external situation of local government, suchas administrative environment and culture, institutional arrangement and human resource. Theconclusion shows that:(1). Strong human resource has a direct positive impact on the abilityfor local governmental public service innovation;(2). Good administrative environment alsohas a direct positive impact on the ability for local governmental public service innovation,but less obvious than human resource.(3) Administrative culture and institutionalarrangement have no direct impact on the ability for local governmental public serviceinnovation. But they can exercise indirect impact by humance resource.
