Research On Government Function In Local Culture And Industry Development Of Jixi

Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has made a series of important expositions on the development of national culture on many occasions,and General Secretary Xi Jinping stressed that the cultural system reform should grasp the relationship between the ideological attributes and industrial attributes,as well as between social benefits and economy Efficiency,which should always adhere to the forward direction of the socialist's advanced culture to build a socialist cultural power.This is enough to illustrate the importance of culture.And a city culture refers to the city's local culture,determining the city's visibility and reputation,as well as its regional brand and charm.Cultural industry is an important social resource and economic resource in new form,nowadays more and more productive contents are expressed in cultural capital under the circumstance of the coexistence of the world economic integration and diversification.Cultural industry is an important manifestation of social culture,whose development has directly affected the socioeconomic and cultural development level no matter in countries or in regions.Jixi City possessing a strong local Culture,rich content of folk culture and red culture contains a huge developing potential in its cultural industry.In today's national process of developing cultural soft power,the development of local Culture and its cultural industry is the inevitable trend of economic and social development.Jixi City,taking advantage of its local cultural resources,will develop its local cultural industry in the future,which is absolutely imperative.However,in the development of Jixi City's local Culture and its cultural industry,the positioning of governmental functions and the formulation of policies are particularly crucial.At present,the basic conditions of the development of cultural industry in Jixi City are relatively weak,so in the course of the development of the cultural industry in Jixi City,there are still some difficulties in the governmental functions,which may restrict the development of Jixi City's local cultural industry.Therefore,it is of great practical and theoretical significance to study and analyze the governmental functions and policies in the development of local Culture and its cultural industry in promoting the sustainable and harmonious development of local economy and the whole society.This paper through the field investigation,research and analysis and reference to advanced experience of the foreign countries and domestic cities in their successful development of cultural industries,tries to find the factors leading to the plight of government functions in the process of developing the local cultural industry by analyzing local Culture and its industrial development status,as well as its achievements and main practice,(1)the dilemma of the government's overall planning function in the development of Jixi local Culture and its cultural industry,(2)the dilemma of government's function of organization and coordination in the development of Jixi local Culture and its cultural industry,;(3)the dilemma of government's guiding and service functions in the development of Jixi local Culture and its cultural industry,planning dilemma;(4)the dilemma of the government's macro-control functions in the development Jixi local Culture and its cultural industry.Through the comprehensive evaluation and analysis,this paper concludes:(1)to strengthen the consciousness of developing culture and cultural industries,(2)to formulate relative policies and development plans for scientific and cultural industry,(3)to deepen the reform of cultural management system,(4)to cultivate the main cultural market and to strengthen the cultural market construction,(5)to broaden the financing channels and to establish investment and financing systems for multi-local cultural industry,(6)to speed up the building of the cultural industry talent team and to provide more talent support as well as to put forward views and suggestions on the development of Jixi City's further development of local Culture and cultural industry.
