Research On The Government’s Performance In The Integration Of Cultural And Tourism Industry In Nishan Town Of Qufu City

In 2019,the No.1 central document of the central government issued instructions to fully reflect the advantages of rural resources and ecological civilization,and vigorously develop leisure tourism,catering and home stay,cultural experience,health preservation,elderly care services and other industries that can meet the needs of urban and rural residents.Under such a development situation,all provinces have promoted the development of cultural tourism industry to the strategic level,regarded it as a new economic growth point,promoted agricultural development with rich rural tourism resources and unique folk culture,and found an entry point that can promote the increase of residents’ income.Its significance is reflected in showing the advantages of regional resources,increasing farmers’ income and improving the quality of life.In the integrated development of culture and tourism,how township governments perform their duties has a great impact on the development of local industries.Therefore,it is particularly important for the development of local culture and tourism industry to analyze and study how to give better play to government functions.On November 30,2010,Qufu Nishan provincial cultural tourism resort was established.At present,the functions of districts and towns have been highly integrated.At this stage,relying on the construction of Nishan holy land project,Nishan is transforming from a traditional agricultural township to a strong cultural and tourism town.In recent years,Nishan town has been rated as "national characteristic town","national top 100 characteristic town","provincial characteristic town" and Jining key demonstration area for Rural Revitalization.By dissecting the development of culture and tourism industry and the current situation of government performance in Nishan Town,this paper makes full use of a series of public management theories for analysis from the perspective of public management,including public goods theory and new public management theory,adopts research methods such as "case study method" and "interview method",studies the current situation and existing problems of government performance in the integrated development of culture and tourism in Nishan Town,and combines the successful experience at home and abroad,Summarize how township governments can better perform their duties in the development of cultural tourism integration.This paper the concept is defined,development of cultural tourism integration.Through the work summary and work experience over the years,from the overall coordination,industrial development,supervision and management,service guarantee,cultural guidance five aspects,summed up the current situation of Nishan town in the integrated development of culture and tourism,The current development status of cultural industry and tourism industry in Nishan Town is analyzed,and the realistic basis for the integration of the two industries is analyzed.Then,based on the theories of new public services,public goods,market failure and government failure,based on the information learned in the interview,it is found that the cultural and tourism industry in Nishan Town has rapidly entered a new stage of market development,but the government still performs its duties according to the traditional township model,resulting in a series of problems that the government does not adapt to the industry in the process of performing its duties.Specific performance:lack of coherence in overall coordination,cultural tourism market cultivation is not perfect,supervision and management to promote the system,low level of public service supply,cultural connotation mining is not deep and so on,and analyze the causes of the problems,Then,by referring to similar towns at home and abroad successful cases to sum up experience.Finally,from the five aspects of perfecting the management system,leading the innovation and development,optimizing the supervision mechanism,constructing the public service supply system with multi-subject participation,and strengthening the introduction of talent training,this paper puts forward some countermeasures for Nishan Town to better perform government functions in the integrated development of culture and tourism.
