Research On Home-based Care For The Aged Service Project Based On Community Foundation

With the increasing aging of the population and the advent of the ageing population,how to support the elderly has become a widely-recognized issue of the people's livelihood.It requires the society to pay attention in various aspects.This is one of the areas where social workers need the most help.Since there are many deficiencies in family pension and institutional pension,which cannot meet the will of the elderly,the community home-based pension is emerging as a new type of old-age care model,which fills in the gaps and shortages of family pension and institutional pension.At present,the main supply mode of old-age care services in China is divided into “public-run” and “private-run”.Under the public-run model,the government is responsible for investment and operations;under the private-run model,private forces invest and operate under government policies and regulatory frameworks.It is necessary to organically combine the two forces to fill the huge gap in old-age care services.The pioneering initiative of the Shenzhen Municipal Government Pilot Community Foundation provides a comprehensive operational platform for the specific implementation of the community home-based care for the aged,creating possibilities for the old age group to enjoy quality and happiness in their old age.In the context of the community foundation pilot project,this paper takes the service government as research perspective for the construction of the community home-based pension system,and selects the Q community home-based endowment project in Shenzhen as a case study object within its community.The elderly population and outstanding pensions have made corresponding analysis and investigations,focusing on the content,model,and operation plan design of the community foundation's involvement in supporting the elderly care service projects at home,and analyzing the deep cooperation between the government and social capital to provide services based on community foundations.Supply path,effect and significance.Finally,basing on the conclusions of the project research,we sum up the experience and explore and propose targeted policies to promote the effective integration of pension programs with social capital,expand the scope of services,improve the quality of services,and effectively meet there demands.
