The Implementation Situation And Perfect Countermeasures Of The "Three-association" Home Care Service For The Aged In J Street

Now that China has entered the population ageing era,the issue of old-age security has become increasingly prominent and has become a major issue in the field of social and people’s livelihood.With the decline of the traditional family mode of providing for the aged,it is urgent to solve the problem of providing for the aged by means of socialization.However,the government-led public old-age security system also faces many difficulties and problems.It is urgent to integrate various forces of the whole society and build a social old-age service system of "sharing,complementing and coordinating".In recent years,as a new service MODEL,the community home-care service of "three social associations" has been actively experimented in some regions of China.The "three-association" model of providing for the aged at home is a "three-association" model,which takes the government as the lead,relies on the community service platform for providing for the aged,and effectively absorbs and integrates the forces of the community departments,social organizations and social workers,in order to achieve multi-linkage and collaborative participation in the elderly service development goals.However,as a new thing,the operation of the "three-association" pension model also needs to be constantly improved in practice.Therefore,it has great significance for studying the implementation of community pension service..This paper takes the street of J in Zhenjiang as an example to discuss the implementation of the "three-association" community home care service model for the aged.Before the research project,first consult the related concepts and basic theories of data integration,and then analyze the background and status of the establishment and implementation of J street’s "three-association" home-based pension model,this paper studies the contents and operating mechanism of the "three-association" home care service system for the aged,analyzes the effect of the "three-association" home care service for the aged by using the methods of questionnaire investigation and interview,and analyzes the existing problems and reasons,finally,some suggestions are put forward for improvement.This paper finds out that the "three-cooperative" service system for the aged at home set up in j street,Zhenjiang,is based on the information management platform for the aged in the community relying on J street,to create a comprehensive platform for home care services for the elderly,which will cover all the elderly population in the jurisdiction,with the basic functions of providing "emergency assistance,living care,domestic service,spiritual care and value-added service";and to take the platform as the carrier,through the participation of external professional social service organizations and volunteer social workers,a variety of old-age service projects have been developed,such as the caring small dining table,the integrated life of the elderly in Huimin Square,etc,to provide comprehensive services for the elderly in the area,has achieved good results.But the research also shows that the community departments,social organizations and social workers in the participation of the "three-cooperative" home care services also exist some problems and their differences.Therefore,J street needs to optimize the elderly service platform and project design,strengthen the overall supervision of the government,enhance the service capacity of social organizations and motivate social workers volunteers,etc.,further improve the "three social linkage" model,to enhance the J street home care service level and public satisfaction.
