Research On The Power Supervision Mechanism Of Top Leaders From The Perspective Of Inner Party Supervision

The eighteen major reports of the party put forward the important task of "perfecting the system of restricting and supervising the operation of power".Effective control and supervision of power operation,let the power of leading cadres,dare not to abuse of power,this is an important topic in the construction of socialist democratic politics,is the important subject to strengthen the party's advanced nature and purity of the construction,is not a long-term problem solved.On the restriction and supervision of power operation,especially important and difficult is the leadership of the principal is the number one supervision.This article is divided into six chapters.The first part mainly outlines the background and significance of the topic,domestic and foreign research on the operation and supervision of the party's power and supervision,and introduces the research methods.The second chapter outlines the relevant theories of leader supervision from the perspective of power supervision,inner party supervision and supervision theory,which lays a theoretical foundation for the whole text.The third chapter mainly introduces the significance and current situation of the power supervision of the first hand under the perspective of inner party supervision.The fourth chapter analyzes the reasons for the predicament of the "first hand" supervision,respectively from the "first hand" personal quality,system defects and other aspects of the discussion.The fifth chapter puts forward the countermeasures to the problems and analysis of the combination of reasons,from improving the "leaders" political quality,strengthen the power balance,appropriate decentralization,perfecting supervision mechanism,promoting democratic centralism is put forward to strengthen the supervision of the power of "top leaders" strategy.In terms of research methods: literature research,theoretical analysis and case study are used in this paper.Specifically,One is the method of document analysis.This is the most important research method in this study.Through collecting,consulting,sorting and analyzing the relevant research materials,this paper analyzes the existing research achievements in party and government governance and the supervision of the Party of the Communist Party of China,and combs the literature of the party as a useful material and method to learn from the absorption,so as to make further discussion.The two is the method of theoretical analysis.This study has analyzed the achievements and problems that the party's eighteen major achievements have yet to be solved in the process of the CPC's internal governance.The theory of Inner Party governance can only achieve the guiding effect of theory only by closely linking with the practice of governance.The three is the method of case analysis.This study focuses on the corruption of the "first handle" power supervision,pointing out the significance of strengthening the supervision of the first hand,and providing some reasonable improvement or optimization suggestions on the corresponding regulatory measures.In conclusion,through the study,this paper draws the following conclusions: the root of the corruption of "first hand" is relatively difficult to supervise.Therefore,it has become one of the most critical political tasks to strengthen the regulatory mechanism and means of the "first handle" and safeguard the normal and legitimate operation of power.Strengthening the supervision of leaders of Party and government is the key content of inner party supervision,as well as the main means to improve the quality of leading cadres.The special status and functions of leaders in party and government departments determine the importance of strengthening supervision.However,at present,the supervision of the "first hand" still faces many difficult problems in reality,involving many factors such as system,mechanism and ideological understanding.Therefore,it is necessary to analyze and integrate all kinds of factors scientifically and scientifically,and finally achieve the purpose of effective supervision to the first handle.
