With the improvement of the villagers' awareness of the rule of law,the village rules and regulations are not unfamiliar as a product of long-term rural self-government.The villagers' meeting formulates village rules and regulations and reflects the common will of all villagers,which fully reflects the social reality that the peasants are the masters of the country.However,jurisprudentially speaking,rights and obligations are inseparable from the punitive rules.In practice,villages and villages in various villages and villages also stipulate some punitive terms,especially in ethnic areas,a large number of village regulations.The people's covenant also maintains penalties that are consistent with customary law,but these penalties are different from the penalties imposed by our country's enforcement laws.In addition,the Chinese government's lack of a unified management and supervision system for remote ethnic groups and rural areas has It is easy to cause problems in the regulation of penalties in the village regulations in ethnic areas.This article is based on the rationality of penalties for village regulations in ethnic areas,and the mechanism,scope,and operation of the effectiveness of penalties for village rules.Based on the analysis of the situation,it is concluded that there are irregularities in the operation of village regulations in ethnic areas,and several suggestions are made on how to standardize village regulations.
