Legal Regulations Of The Use Of Cultural Relics In State-owned Collections Of China

Cultural relics are the relics and remains of history,art,and science that have been preserved in the course of social development and bear the collective memory of human beings.Because of the non-renewability of cultural relics,how to protect and make good use of cultural relics has become an important task for the national cultural relics work.Since the party's 18 th National Congress,General Secretary Xi Jinping has attached great importance to the use of cultural relics and has made a series of important speeches and instructions to provide theoretical guidance for the scientific exploitation of cultural relics.There is a long-standing problem of “underutilization” and “misuse” in China's stateowned collections of cultural relics.The rational use of state-owned cultural relics is one of the important ways of inheriting and developing traditional cultural heritage.With the everdiversifying use of state-owned collections of cultural relics,the current Regulations on the Protection of Cultural Relics on the rational use of cultural relics can no longer solve practical and complex problems.At present,state-owned cultural relics collection units are faced with difficulties such as the main body is blurred,the specific operating rules of the use modes are not clear,and the responsibility is lacking.In this regard,China needs to regulate the use of state-owned collections of cultural relics in a timely manner.Previous scholars' research on the use of state-owned collections of cultural relics focused on protection.For the recent years,research on the use of cultural and creative product development activities and museum digitalization by state-owned cultural relics collection units is relatively lacking.This article is based on the relevant national laws and regulations concerning cultural relics and the legal documents of international cultural heritage protection.It explains the subjects of the use of cultural relics in state-owned collections,their specific responsibilities,the specific operating rules and legal responsibilities.
