Research On The Problems Of Elites Capture In Accurate Identification

Accurate Identification is the precondition and foundation for the implementation of the national Precision Poverty Alleviation Strategy.Under the circumstance that the country industriously promotes the Precision Poverty Alleviation Strategy,Accurate Identification still facing the problem of misalignment and Rural Elites Capture is the main reason for such problem.The Rural Elites Capture in the Accurate identification is shown in three aspects: first,the village cadres selectively identify the pover ty-stricken family and make choices that benefit to themselves.Second,the village cadres conduct negatively in village level examine,which results that national resources are captured by elites.The third is the conspiracy between elite peasant households for extra benefit,especially the national Poverty Alleviation resources.Elites Capture leads to deviation of the Accurate Identification,generates the phenomenon of “miss-support” and results of the decrease of satisfaction of Accurate Identification.The reasons of the Elite Capture in the Accurate Identification are: the oneness of the identification criterion,which endows village cadres considerably free space to recognize the poverty-stricken family;the lack of peasant participation,leading to a mere formality supervision,which results of the insufficient supervision during Accurate Identification process;the asymmetric information offers opportunities of Elite Capture;the tolerance of peasants provides space for Elite Capture.Following four measures need to be done to conquer the Elite Capture in Accurate Identification: constructing multi-dimensional poverty recognition system and compressing the “free space” of rural elites;building accurate identification program and mobilizing the participation of peasant households;consolidating supervision and conquering elite's manipulation in accurate identification;optimizing the environment of the Accurate Identification.
