Discussion On Government Function And NGO Cooperation Mechanism In Food Safety Supervision

In recent years,Food safety issues are attracting more and more attention from all sectors of society.Food safety incidents have also raised alarm bells for government regulators.Food safety is not only a matter of "safety on the tip of the tongue" but also a disturbance and impact on the country's economic development and social problems.How to do a good job in food safety supervision has become a major issue before the government and even the whole society.At present,the whole country is carrying on the reform of the "large part system",and the food safety supervision has gone from the former "many deparments control" to the unified department management,avoiding the plight of the multisectoral supervision.However,under the background of government failure and market failure,it is the aim of this paper to try to cooperate with NGO,explore more regulatory paths,explore more regulatory forces and seek a wider regulatory radius under the current government supervision mode.This article is divided into five parts:The first part:This paper mainly introduces the background and significance of this study,and the current situation of NGO organization's participation in food safety supervision at home and abroad.It also introduces the research train of thought and research method in this paper.The second part: on the basis of the theory of "government failure" and "market failure",the necessity and feasibility of NGO organization to participate in food safety supervision are analyzed.It focuses on the advantages of NGO in food safety supervision,and also complies with the transformation needs of service oriented government.The third part is mainly to introduce the case of the cooperation between the government and NGO in foreign food safety supervision,and select the European and American countries as well as the Asian countries as samples,and explain the development process and main practice of the developed countries in this field,and also give some reference for our country to explore the path.The fourth part: introduces the functional division of food safety supervision in Xiaoshan District of Hangzhou City,the typical events and the existing problems and causes of food safety supervision and analysis.Select the Xiaoshan District Food Safety Supervision Association and Xiaoshan District Catering Association as the research object,take the form of typical personage interview,and interview the association management senior,members and government regulators.The data were sorted and summarized,and the problems were raised.The fifth part: in view of the above problems,it puts forward three suggestions: improving laws and regulations,enhancing NGO's own ability building and creating a good social atmosphere.
