Study On Social Work Interventions In The Precise Governance Of Community Home Care Services

In the process of population aging in our country,Jiangsu Province has always been at the forefront.Recently,Nanjing announced that it entered the "deep aging phase".In the "12th Five-Year Plan" period,China's elderly business and elderly care system have achieved considerable development.An elderly care service system which is based on home-based,community-relied,institution-supplied,and combined medical and elderly care services has started to form its shape.However,the situation of the elderly care is still very grim in order to contribute to building a moderately prosperous society in "13th Five-Year Plan" period.In order to promote the development of elderly care services,the "13th Five-Year Plan for the Development of Old-Age Careers and the Construction of the Elderly Care System" pointed out that we should strengthen the foundation of community home care services.It emphasized innovative service models,improvement of quality and efficiency,and provision of precise,individualized and professional services for the elderly.At present,the misuse of the concept of community home care service for elderly people in China's academia is very common.There is relatively little research on the precise governance of community home care service for the elderly and the content of the study is unstructured.It is affected by the confusion of related concepts.Given this context,in order to enrich the research in the academia and provide practical reference on precise governance of community home care for elderly,this study adopted field research methods.The study explored the precise governance of social work interventions in community home care services through semi-structured interviews and semi-participatory observations,specifically taking the Nanjing Community Home Aged Service Center as an example.In the article,the author tried to answer the following three questions:1.What is the current status of precise governance of community home-based elderly services?2.How to plan for the precise governance of community home-based aged services?3.What role does the social worker play in the precise governance of community home-based care for the elderly?The study found that there are accuracy problems in the current precision management of community aged care services in Nanjing,such as in the identification of service subjects,targeted service and service management.In response to the existing problems,the author identified the service subjects,dynamics of service provision and service management.Considering these three aspects,path planning for the precise governance of elderly community home-based care has been carried out.The author proposed many practical measures to make it happen,including using the elderly ability assessment information tables rationally and establishing the elderly personal electronic files to identify service objects accurately;Through timely grasp of changes in the needs of service objects to adjust the service provision accurately;strengthen the community access to the elderly industry access mechanism and assess the quality of the supplier's operation flexibly to achieve precise dynamic management.Finally,given the advantages of social work,such as the value concept and professional knowledge,the author proposed social workers to participate and take the roles of direct providers,managers and coordinators,educators,and advocates in community home-based care services precise management.
