Comparative Study On Healt Care Systeem Between Asean Countries And China According To World Health Organizaton's Bascic Health Blocks

Objective To compare the health system of ASEAN countries and China by evaluating the performance of the health system and identify the similarities and differences.In addition,all 11 countries can improve the weakness and can learn strength of each other countries.Method Data were collected publicly set of World Health Organization(WHO),World Bank,statistically year books,publicly available reports,documents and published medical literature.Descriptive and comparative approaches were used.To compare the health system between ASEAN countries and China as the following ways-WHO describes these functions in terms of six components or building blocks:1.services delivery,2.health workforce,3.health information,4.access to essential medicines 5.health financing,6.leadership or government.To compare the health system between ASEAN countries and China as the following ways-WHO describes these functions in terms of six components or building blocks:1.services delivery,2.health workforce,3.health information,4.access to essential medicines 5.health financing,6.leadership or government.We selected the health financing,health workforce,access to essential medicine and health structure,health information and government for this comparison.And then,we selected impact on health status,impact on health service coverage,health system strengthening as outcomes.Result Total expenditure on health as%of GDP in Vietnam and Cambodia are the highest and in Myanmar and Brunei are the lowest expenditure in 11 countries.Out of pocket expenditure on health as a percentage of private expenditure on health in Brunei,Myanmar and Singapore is highest and Thailand is the lowest.External resources for Health as%of total expenditure on health Loa PDR have the most external resources and Brunei,Malaysia and Singapore have no external resources.Brunei has the highest amount of health personnel among 11 countries.Although Singapore has the high amount of health personnel,but it is still lower than Brunei.Cambodia and Loa PDR have the lowest amount of density of health personnel in compared with other countries.The other left countries have the relatively high amount of health personnel,but still lower than Brunei and Singapore.China has the highest number of infrastructure among 11 countries and Brunei is the second highest.Malaysia,Singapore,Thailand,Vietnam have the relatively same amount of infrastructure.The left countries show the low number.Indonesia has the high availability of generic medicine and China has the low availability.Philippines is the high and China is the low consumer price of medicines compared with other countries.As in China,Thailand and Singapore have the significant Information system within country and Myanmar,Cambodia and Loa PDR have no complement information system.As for the MDG 4,under 5mortality rate of Loa PDR are highest in ASEAN countries and also high in compared with China.After Loas,following Myanmar,Cambodia,Philippines and Indonesia.Singapore is the lowest under 5 mortality rate and infant mortality rate in compared with other 11 countries.Causes specific mortality rate(HIV/AIDS)of Thailand is the highest among ASEAN countries and also still high compared with China.After Thailand rate follows Myanmar and Cambodia.Philippines is the lowest rate in compared with other countries.Causes specific mortality rate(malaria)of Myanmar is the highest among ASEAN countries and also high compared with China.After Myanmar rate follows Lao PDR and Indonesia.Vietnam is the lowest rate in compared with other countries.Causes specific mortality rate(tuberculosis among HIV negative people)Cambodia is the highest among ASEAN countries and also still high in compared with china.After Cambodia rate follows Myanmar,Indonesia and Philippines.Brunei,China and Singapore's rate are relatively lower compared with other countries.Among them Singapore has the lowest rate.Greater access to health care,high income per capita,high level of per capita health spending,lower mortality and morbidity rate and higher life expectancy in health care status are influence factors for healthier population and better performance in Singapore compared to other 10 countries.Conclusion This comparison among 11 countries health system and the lessons discusses,can provide useful insights for constituent countries.Singapore and China have the best result in all health indicators.At the same time,Loa PDR and Cambodia show most of the indicator could get the satisfied level and only left some indicators can get the target level.The remain countries are not bad and not good condition in access of health care services.
