With the development of Internet technology and mobile smart terminals,online booked taxis(hereinafter referred to as “net vehicles”)have gradually entered the public view.The network about car management services effectively solved the information asymmetry in the traditional taxi rental business services,reduced the blindness of the traditional taxi taxi services,eased the passengers’ problem of“difficult taxi”,and improved the convenience of people’s travel.The level of intelligence has truly achieved the goal of “letting information run more and allow passengers to run errands,” and has met the growing demand for high-quality,personalized travel of the masses.After a short period of several years,with the advantage of price and ease of operation,the network vehicle quickly seized the market share of the traditional taxi,triggered the transformation of the entire taxi industry,but also brought the problem of network regulation about the car.Net vehicles is a new business model that distinguishes itself from the traditional economic model.It has the functions of improving the use of idle resources in society and improving people’s travel quality.At present,most of the businesses engaged in online tour car business services are part-time activities carried out by owners of private cars using leisure time and free seats,and have typical characteristics of sharing economy.The appearance of online vehicles has brought new challenges to traditional regulatory models such as the use of assets,market access,and professional qualification control.The simple application of traditional regulatory methods to restrict network-based vehicles is not conducive to promoting the development of the shared economy,and it is contrary to the general expectations of the general public.In addition,it also set another important obstacle for the development of the new network.As a new thing,online dating vehicles do not have a unified understanding of the definition of online dating vehicles.The current regulation method divides the online car service into two concepts: net booking car and private passenger car combination.However,this division does not fully reflect the idea of releasing the vitality of the sharing economy,obviously not in line with the law of the development of things.In order to respond to changes in the industry brought about by the Internet Vehicle andto regulate the operation of the car market,the regulatory authorities have made a top-level design for the regulation of online travel vehicles through the form of departmental legislation.However,the practice of setting a number of administrative licenses in the form of departmental regulations on the Internet has been questioned by the academic community regarding its legitimacy.The implementation of price control is a commonly used measure under the planned economy.Under the New Deal,many city governments still intervened in the free development of the market economy through government-guided prices.The internet tour car is a product of the development of information technology.Based on this feature,the online booking car market is prone to form a centralized operation,causing industry monopolies.The historical practice of the development of the domestic network about the car industry also demonstrates this view.However,management has not made effective control over the resolution of the monopoly problem in the online travel industry.In addition,local governments have been given certain authority to regulate the local area network.However,by summarizing and comparing the regulatory practices of key local governments in Beijing,Shanghai,and Guangzhou,it can be found that local governments misuse the autonomy of the vehicle regulatory system,restricting the development of vehicles,and violating the top-level design rules.It can be said that neither the central government nor the local city government has a satisfactory solution to the issue of network regulation.To this end,the author believes that science defines the scope of the network about the car,retains the administrative licensing regulations for the network about the car platform,reforms specific requirements for vehicles and drivers,cancels any form of tariff control,and prevents network monopoly on car platforms.The regulatory authority of local governments is necessary.In addition,we must fully understand the shared economic attributes of net vehicles and combine the relevant theories of information regulation to introduce a new regulatory model of government-enterprise cooperation to create the most appropriate external environment for the development of new things.
