Research On The Government Regulation Of Network Broadcast Chaos

In recent years,webcast as a new form of communication has gradually became the mainstream application in People's Daily life,and has developed rapidly.Webcast is different from traditional video broadcast.Because live streaming users not only can be the audience,but also can be a live streaming content creators.It has the characteristics of low threshold,real-time transmission and diversified content.The two-way interactive mode breaks traditional video broadcast one-way propagation mode,which makes each Internet users have the opportunity to contribute content from all aspects of life,and then spread the content through the live system around the world.The rise of webcast has enriched the lifestyle of the masses,and come into vogue among netizens.Meanwhile,the webcast industry is favored by entrepreneurs and capitalists.With the influx of capital,the webcast industry is flourishing as never before,and it calls 2016 as the first year of development.However,behind the boom and development of the webcast industry,there are also a series of hidden problems,such as vulgar content of spreading content,rampant spread of pornographic video,serious infringement phenomenon and data fraud.Facing these problems in the webcast industry,the Chinese government vigorously improves and standardizes the development of network broadcast platform.The department of national office and the ministry of culture network letter launch the management of the network broadcast platform for the problem of vulgar content.At the end of 2016,to better strengthen the government's management of network broadcast services,China issued the regulations on the Internet broadcast service,department of national office,the ministry of culture network letter for the management of the network broadcast platform vulgar content also follow.After a period of regulatory policy implementation,the governance of illegal content in network broadcast was effective in the first half of 2017.However,at present,a lot of problem in the webcast industry has not been fundamentally resolved.Moreover,our country has not yet been introduced a law to clear specification network broadcast industry,makes law enforcement and regulatory still face big challenges.This paper mainly consisted of five parts.The first part is the introduction,which elaborates the selected topic background and significance.Meanwhile,the research viewpoints of domestic and foreign scholars are summarized and analyzed.Besides,the current research status of network broadcasting industry is briefly comprehended,and the research ideas and methods of this paper are introduced.The second part mainly introduces the concept of network broadcast and the definition of"externality theory" and "gatekeeper theory",which provides theoretical support for this paper.The third part mainly gives an overview of the development process and current situation of network broadcast industry and helps provide a historical perspective.The fourth part deeply analyzes the chaos and its causes of the current network broadcast industry,and probes into the current supervision loopholes of our government.Based on the "externality theory" and "gatekeeper theory",the fifth part proposes corresponding solutions from the perspective of government to maintain the healthy development of webcast industry.This paper mainly consisted of five parts.The first part is the introduction,which elaborates the selected topic background and significance.Meanwhile,the research viewpoints of domestic and foreign scholars are summarized and analyzed.Besides,the current research status of network broadcasting industry is briefly introduced,and the research ideas and methods of this paper are introduced.The second part mainly introduces the concept of network broadcast and the definition of"externality theory" and "gatekeeping theory",which provides theoretical support for this paper.The third part firstly gives an overview of the development process of network broadcast industry and helps provide a historical perspective.Meanwhile,this part systematically analyzes the reasons for the chaos of the current broadcasting industry.The fourth part mainly analyzes the current management situation of China's network broadcasting,and introduces and draws on the experience of foreign government network broadcast regulation.The fifth part,based on the "externality theory" and "gatekeeper theory",proposes corresponding solutions from 'the perspective of government,and maintains the healthy development of webcast industry.
