Research On List Of Administrative Responsibility

At present,the list of administrative responsibilities of all levels of government in the country has been announced.This article takes the list of administrative responsibilities of government agencies above the county level in Hainan Province as the research object,and gives feasible advice on problems such as the existence of an unclear combing model,lack of accountability mechanism,ambiguous division of departmental responsibilities and division of labor,and failure to establish a corresponding list with dynamic management mechanism.The paper is divided into four parts.The first part discusses the connotation of the list,the basic principles followed by the list of administrative responsibilities,and the functions of the list of administrative responsibilities.The second part analyzes the status and characteristics of Hainan's administrative responsibility list.The third part reveals the problems existing in the procedures and contents from the list of administrative responsibilities in Hainan Province,and analyzes the causes of the problems.In the fourth part,we propose relevant solutions according to the legal theory and experience from other provinces.The promotion of the list of administrative responsibilities has become a key point in the task of reform with the background of building a "limited,effective,and efficient" government with the rule of law and a responsible government,so that the market plays a decisive role in the allocation of resources and the role of the government can be better utilized.Whether the list of administrative responsibilities can produce the desired results requires that,under the premise of an accurate understanding of the nature of administrative responsibilities,it should scientifically formulate combing procedures,unify patterns,establish effective accountability mechanisms,and strengthen the list of dynamic management.The government should make full use of the existing conditions in a well-established legal and regulatory environment;make reasonable control over its responsibilities,so as to truly play a good role in the distribution of market resources.Through the list of administrative responsibilities,we can establish reasonable boundary among the government,market,citizens,and society to promote the legal construction of Hainan Province.
