Abstract/Summary:
After 19 th CPC National Congress,State Control Commission was established.The CPC had taken a zero tolerance stance when dealing with corrupt members,making sure no one was above sanctions and that government officials “dare not,can not and do not want to be corrupt”.Therefor some officials would rather stand idle than do work to prevent making mistakes.And with the acceleration process of economic globalization,people?s living standard continues to rise.But the wages and benefits of civil servants had been reduced greatly after the promulgation of the policy of salary subsidies,post duties and parallel policies.To be a civil servant means to take more pressure and make less salary than other people.It is particularly important to find the root causes of doom and diversion,establish a set of practical and innovate new ideas so as to better maintain the relationship between the executives,stimulate the new vitality of the civil servants? internal entrepreneurship.This paper takes IRS Status of Z City as the starting point,attempts to analyze the existing omissions in the current civil service cadres from the perspective of game theory,and uses the game models of prisoners? dilemma and pigs’ games to analyze the multiple complex factors that cause this phenomenon and propose specific solutions.With game theory as the basic theory and civil servant as the rational artificial hypothesis,this paper analyzes the game relationship between the supervisory,administrative,and administrative subjects.Finally,this paper find that the resons of civil servants? inaction are complicated.There are narrow channels for promotion,and lack of leadership positions.In the final analysis,it is caused by unclear responsibilities and and an unreasonable incentive mechanism.Therefore,it is of great practical significance to establish a set of scientific and reasonable incentive mechanisms to fully mobilize the entrepreneurial enthusiasm of civil servants.
