Research On Promoting The Governance Capability Of County Government From The Perspective Of Industrial Development

Since the reform and opening-up,China has ushered the rapid economic growth and social prosperity for four decades.The process of China's reform and opening-up is a process of moving towards comprehensive social progress including prosperity,democracy and civilization.The economic aggregate is constantly increasing and the industrial structure is gradually optimized,so governments at all levels are required to continuously improve the level of democratic governance at the political level.Summarizing the experience of reform and opening-up for 40 years of local governance and economic development,not only is a review of the development process,but also finds motivation and support for improving the future economic development and governance ability.As the running method and the solution process of public affairs,Governance has become a worldwide problem.The competition among countries is not only reflected in economic level,but the competition of national governance capacity and governance system is also one of the important dimensions of comprehensive national strength competition.Therefore,the governance models in different levels,different fields and different regions have become the focus of academia.In order to adapt to the world development trend,our party and government timely put forward the top-level design of "promoting the modernization of national governance system and governance capacity in the Third Plenary Session of the 18 th CPC Central Committee,which plans the key direction and the roadmap of the road of Chinese modernization.For the modernization of national governance,the county government has a basic position in this system.As the core strength of local governance,that how to effectively improve the grassroots governance ability and how to better develop the functions of government in promoting the economic development has become an important problem that needs to be further researched urgently at present.From the perspective of local industrial economic development,taking J county of Shandong province as an example,this study deeply analyzes the relationship between local government policies and industrial economic development.We try to analyze therelated factors that restrict the governance ability of the county government,and put forward the countermeasures to improve the governance capacity of the county government and promote the economic development of local industries.Through the deep analysis,we consider that J county,as a case of analyzing the relationship between government governance capacity and industrial economic development,is very representative.J county,as the representation of the majority grass-roots governments,has some problems in the process of governance as follows:The concept of governance is relatively backward and lacks the support of modern ideology;The remaining signs of traditional management system is obvious,which restricts the efficiency and rationality of government decision-making;The development of social organization is retarded,and the diversity of social governance is insufficient.Based on the problems that county government reflects in the process of grassroots governance,this study suggests that we should actively do the following several aspects aiming to improve the capacity of promoting the development of economy and upgrading local industry management: Clarify the functions of governments at all levels,and straighten out the relationship between government and business;Optimize the process of public policy of county government,and improve the ability of policy enforcement;Develop actively new industries and promote industrial upgrading;Foster the strength of social organizations,and strengthen the multi-governance pattern of county government;Promote the concept of thought,embrace the modern governance idea actively,and realize the modernization of governance idea.
