Research On The Role Of County (district) Government In The Development Of Local Characteristic Industrial Parks

With the deepening of reform and opening-up,the industrial parks of our nation have developed rapidly,which have become the vital platform to promote the development of nation industrialization,urbanization and regional economy.The sentence of“high-quality development”was first proposed in the 19^thNational Congress of the CPC in 2017.Since then,the“high-quality development”has been the basic rule for local governments to develop industrial parks.The characteristic industrial parks,located in regional development zones,is developed based on some characteristic industry,and built with a certain scale,distinct advantages,integrated industrial chains,completed supporting functions,and high degree of innovation and development.The characteristic industrial parks,has been important carriers for high-quality development with clear industrial positioning,high degree of specialization and supporting capacity.Meanwhile,among the development of the industrial park,certain problems existed in government has been exposed.It has become a significant task for the local government which is how to perform the government functions and develop the characteristic functional park well.This paper is based on lots of domestic and overseas studies about government functions among the development of characteristic functional parks,and takes the L steel supporting industrial park as an example,further analyzes the specific performance of local government among the development of the industrial park.Then existing problems are pointed out,such as,the unmatched industrial development capability,insufficient public service capability,undervalued collaborative governance,inadequate government supervision,and so on.This paper is based on theories of service-oriented government and collaborative governance,and throws out suggestions for local governments by analyzing the government issues in parks,which is to improve the top-level design and construction of government intelligence,upgrade the level of public service,build the collaborative governance system,arrange mechanism of Liability Retroact and assessment of government regulation,etc.By far,most of the researches on the fulfillment of government functions in the development of the characteristic industrial parks in China are at the macro level,and few researches are focused on the aspect of county-level governments.There are even fewer researched on the characteristic industrial parks planned and constructed from industrial clusters.The writing of this paper will further enrich and develop the theoretical connotation of local government functions in characteristic industrial parks,which are also parts of industrial clusters.Besides,it will provide a helpful reference for the development of L steel supporting industrial park.
