| Children are the hope and future of a nation and nation.However,a large number of children are trafficked each year in our country.Moreover,as the country’s crackdown on the behavior of trafficking in children continues to increase and the “evolving” pattern of crimes has continued,current child trafficking crimes present many new features,such as intelligence and organization.However,the current response measures are relatively lagged and it is difficult to deal with new crime methods and crime features.These actual conditions have virtually increased the difficulty of combating such crimes,and have also made the current "abduction" work an unprecedented and severe challenge.Therefore,we must improve and innovate on the existing basis,integrate advanced information methods into the actual work of “stabbing”,improve the ability and effectiveness of “stabbing” work,and further improve the new type of “abduction” mechanism..The paper consists of four main parts:The first part is an overview of the crime of trafficking in children.The legal definition of the crime of kidnapping for children mainly comes from two aspects: subjective intention with the purpose of selling,and objective behavior such as kidnapping,kidnapping,buying,selling,transiting,etc.At the same time,an analysis of the status of such crimes was conducted.Based on the cases that were publicized each year,it was shown that during the years from 2011 to 2016,the Ministry of Public Security or local public security agencies took the lead to crack down on many cases of adverse child trafficking.In some major cases,the number of children being abducted is usually as many as tens of people.What is more,the number of children has reached more than 100 children.These cases fully demonstrate that the current situation of kidnapping for children in China is indeed worrying.The second part mainly discusses the main characteristics and causes of the crime of child trafficking.With the development of the times,children’s crimes of abduction and trafficking also have many new features,which are mainly manifested in the following four aspects: the organization of criminal activities;the intelligentization of criminal means;the affiliation of criminal subjects;the criminalization of criminal purposes.The reasons for the characteristics of these four aspects are both subjective and objective.There are both socialand deficiencies at the individual level.Therefore,overall,it can be attributed to: the impact of backward feudal concepts;relatively low crime costs,weak legal awareness,and other aspects.These are the points we should value and improve.The third part is the investigation countermeasures for the crime of kidnapping for children—in the perspective of informationization.At present,we mainly adopt the following measures: using a variety of investigation modes to crack down on the crime of trafficking in children;adjusting institutional mechanisms to crack down on the crime of trafficking in children;and giving full play to scientific and technological advantages in combating the crime of trafficking in children.However,these measures also have the problems of lack of investigative clues;the effectiveness of information reception is weak,and many other problems,which makes the effectiveness of the “hiking” work greatly reduced.However,the construction of information-based countermeasures can effectively deal with the above problems: first,build a standardized platform;second,classify and deal with cases of trafficking in children,and ultimately achieve an effective blow to such crimes.The fourth part is the prevention countermeasures for kidnapping crimes of children—in the perspective of informationization.Prevention is to prevent it from happening.At present,prevention is mainly carried out through the combination of online and offline publicity methods and through regular police and civilian patrols.However,this preventive measure has the disadvantages of low objectivity and low accuracy,and it is actually difficult to achieve the purpose of prevention.Through the creation of information bases and scientific analysis through information technology,as well as accurate distribution and control methods,the effectiveness of prevention of trafficking in children will be greatly improved. |
