Provincial People's Congress's Supervision Of The "Treasury Bags" Of The Same Level Government

Budget is the core of finance.Finance is the foundation and important pillar of national governance.In the process of developing socialist democratic politics and building a socialist political civilization,the strengthening of the "monster bag" supervision of the government by the National People's Congress is an important part of advancing the modernization of the governance system,as well as a "growth point" for China's political development and the construction of the rule of law China.After years of exploration,people's congresses at all levels have conducted many beneficial explorations and made great progress in establishing and improving the budget review and supervision of the legal system,promoting public disclosure of the government budget,improving the preliminary review process,and improving the budgetary power structure.However,on the whole,people's congresses at all levels in China,especially local people's congresses,still have many problems in reviewing and supervising the government's budget.Among them,the prominent phenomenon is that budgeting is not standardized and comprehensive,budgeting is not strictly enforced,and so on.Overall,"The form is more than the content,the program focuses on the essence,and the effect is not obvious."This article takes the final report of the 2010-2015 annual report of the 31 provinces,autonomous regions,and municipalities directly under the Central Government as the object of study,and reports from the NPC's final accounts review to see if the government has a big sense and the People's Congress has supervised the government's "money bag." What,what is the effect,what are the problems.Starting from the three dimensions of the supervisory power,supervision ability,and supervision and restriction mechanism of the People's Congress,we summarized the achievements and problems of the people ' s congresses of 31 provinces,autonomous regions,and municipalities directly under the Central Government in carrying out final accounts review and supervision.And on this basis,put forward corresponding countermeasures.In order to understand how the National People's Congress budget supervision in the “real world” of China provides a “window of opportunity”,it provides a reference for the future to improve the NPC's ability to monitor budgets and safeguard the effectiveness of supervision.Focusing on research issues,the structure of the article is as follows:The first part is the introduction.It introduces the research background and significance,current research status,research methods and research ideas.The second part is to analyze the contents of the final report of the final report and the report generation process,in order to elaborate the status quo of the supervision and final accounts of the Provincial People's Congress.The third part is based on the supervision of the people's congresses at the provincial level,and puts forward the "three-dimensional" evaluation criteria for supervision by the People's Congress,and analyzes the effectiveness of supervision by the provincial people's congresses based on the criteria for evaluation.The fourth part is the problem analysis.According to the evaluation criteria and actual results,it is found that the supervision and final accounts of the provincial people's congresses have problems such as simple text structure,insufficient power guarantee,need for supervision ability to be improved,and supervision and restriction mechanism to be strengthened.The fifth part is recommendations.According to the contents of the first four parts of the paper,in conjunction with the current status of supervision,the Provincial People's Congress' s budget will be strengthened from three aspects: further improvement of the power guarantee for the supervision of the pre-final accounts of the people ' s congress,strengthening of supervision capacity building of the people's congress and final accounts,and improvement of the constraining mechanisms for the supervision of pre-financial accounts.The examination and supervision are effective and improve the ability of provincial people's congresses to monitor their budgets.
