Study On The Optimization Of The Composition Of The Standing Committee Of The Provincial People's Congress

The members of the Standing Committee of the Provincial People's Congress are the key actors in the work of the Provincial People's Congress.During the intersessional period of the provincial people's congresses,their standing committees should shoulder most of the responsibilities entrusted to the people's congresses by the Constitutional Law.The Party Central Committee attaches great importance to the organizational construction of the Standing Committee of the People's Congress.In many important meetings and reports of the Party,optimizing the members of the Standing Committee of the People's Congress has been listed as an important task to uphold and improve the system of the People's Congress.Under the strong leadership of the Party,the composition of the Standing Committee of the Provincial People's Congress has been constantly improved,the average age has gradually decreased,the educational level has gradually improved,and the number of female members has gradually increased.Ethnic minorities,democratic parties and non-Party members have maintained an appropriate scale,and the full-time membership of some members has been achieved,and fruitful progress has been made.However,we should also see that there is still a certain gap between the work requirements of the provincial people's congresses and their standing committees "and those of the representative organs that fully assume the responsibilities entrusted to them by the Constitution and law and maintain close contact with the people".To some extent,this is closely related to the unreasonable composition of the Standing Committee of the Provincial People's Congress.For example,the number of members of the Standing Committee of the People's Congress is difficult to meet the requirements of democracy,representativeness and work tasks;the single age structure and the older overall age affect the continuity and stability of the work of the Standing Committee of the People's Congress;the fewer professional backgrounds,the less in-depth supervision of the "one government,one committee,two courts";the lower proportion of full-time,it is difficult to ensure adequate time and energy to perform their duties.The proportion of officials is too high to fully reflect the opinions of all strata;and so on.In order to better adhere to and improve the system of the People's Congress,it is necessary to further promote the optimization of the composition of the Standing Committee of the Provincial People's Congress.This paper tries to answer these questions: In the process of perfecting the system of the People's Congress,which is an important task to optimize the composition of the Standing Committee of the People's Congress,what is the basic status quo of the members of the Standing Committee of the Provincial People's Congress? What problems exist in the composition of the Standing Committee of the Provincial People's Congress and why do they arise? How should we optimize the composition of the Standing Committee of the Provincial People's Congress?Focusing on the above research issues,this paper describes the status quo,discovers problems,analyses the causes and puts forward the logical framework of recommendations.The first part describes the current structure of the Standing Committee of the Provincial People's Congress from nine indicators: scale,nationality,party,age,gender,full-time and part-time employment,educational background,work experience and geographical background,and summarizes the optimization results achieved.The second part summarizes and summarizes the problems existing in the structure of scale,source,age,specialization and full-time of the members of the Standing Committee of the Provincial People's Congress,and analyses the reasons.The third part,aiming at the problems found in the study,puts forward the following suggestions on optimizing the composition of the Standing Committee of the Provincial People's Congress: insisting on the serving mode of the Secretary of the Provincial Party Committee concurrently serving as the director of the Standing Committee of the People's Congress;realizing the full-time appointment of the deputy director of the Standing Committee of the Provincial People's Congress as far as possible;promoting the transformation of the leading post of the People's Congress Source channels;actively absorb young members to form a diversified age structure;strive to improve the knowledge structure of members,improve the professional level of members;further improve the proportion of full-time members,do a good job of full-time members' performance security;give more room for members to rise,and create "People's Congress" brand cadres.The reform in the field of NPC has a strong political,sensitive and complex nature.Optimizing the composition of the regular sessions of provincial people's Congresses is a practical problem which is complicated and difficult to operate.It can not be accomplished overnight.We need to adhere to the general tone of stability and progress.Under the principles of Party leadership,democratic centralism and people's ownership,we should strive to promote the system of the People's Congress to keep pace with the times and constantly optimize the composition of the Standing Committee of the Provincial People's Congress.
