Empirical Research On The Modernization Of Urban Governance

Establishment of national civilized city is an important carrier of the construction of urban spiritual civilization and it's a comprehensive engineering which guiding the economic,political,social,cultural and ecological construction of urban with the construction of urban spiritual civilization is given priority.In fact,it is a national governance activity with Chinese characteristics.The modernization of urban governance is the centralized embodiment of the modernization of national governance in specific regions.Thus it can be seen that the establishment of national civilized city and the modernization of urban governance share the same goals and achieving paths.So it is valuable and feasible to boosting the modernization of urban governance by studying the establishment of national civilized city.In this paper,I used literature analysis to systematically clarify the whole process of establishment of national civilized city in Xiamen.First of all,this article found out the paths of the modernization of urban governance by interpreting the carrier of the establishment of national civilized city in Xiamen,which is cultural enhancement initiatives,livelihood improvement initiatives,smart city initiatives,peaceful and harmonious initiatives and environmental initiatives.Second,this article clarified the core connotation of the modernization of urban governance by reviewing the process of the establishment of national civilized city in Xiamen,which can be divided into exploratory stage based on improving the urban environment and promoting the city grade,extensive stage based on improving the quality of citizens and cultivating civilized behavior,overall advance stage based on practicing the Five-Sphere Integrated Plan and building a long-term mechanism.Then,this article summarized the measures of the establishment of national civilized city in Xiamen,which mainly focused on the five fields of urban planning,multi-regulation reform,public participation,cultural inheritance and ecological protection,and clarified the remarkable achievements in citizen quality,public service,the people's livelihood security,rule of law construction and the ecological environment.Finally,this article provided a new idea for the overall optimization of urban governance from a global perspective,and suggested a useful enlightenment to advance the modernization of city management.Based on the case study of the establishment of national civilized city in Xiamen,this article argued that there are five ways to promote the modernization of urban governance.In the beginning,we should make a scientific and reasonable urban planning to clear the objectives of urban governance and to direct the orderly development of urban governance.Second,we should insist on the status of the masses to build a platform for participation and to promote the socialization of urban governance.Third,we should innovate the thought of governance with the help of modern information technology to promote the intelligent development of urban governance.Fourth,we should play the leading role of legislation to improve local laws and regulations and to strengthen the construction of urban governance.Last but not least,we should attach great importance to the talent strategy to build professional talent team and to enhance the level of urban management specialization.In order to promote the modernization of urban governance,we have to use strategic planning so as to realize the systemic urban governance and take socialization,intellectualization,legalization and specialization as support to realize the refined urban governance.
