Research On The Governmental Tools For The Modernization Of Urban Governance

The modernization of urban governance is the practice of "promoting the modernization of the national governance system and governance capacity" at the local level.It is the most basic and concrete content of the national governance system and plays an important engine role in advancing the modernization of the national governance.Theoretical researches about modernization of urban governance constitute an inevitable choice for enriching the national governance framework and guiding local governance practices.The essence of governance is instrumental rationality,which is the "means to achieve certain social and political goals." Thus,the modernization process of urban governance can be regarded as the behavioral process in which governance subjects introduce government tools to achieve the goals of established governance modernization.The effective urban governance process must involve the three basic issues of "who govern,how to govern,and how the governance is".The answers to these questions constitute the three major elements of the urban governance system:governance subjects,governance manners,and governance effects.The introduction of tools in the modernization of urban governance means the use of a series of measures to promote the ability of governance bodies,the effectiveness of governance methods,and the effectiveness of governance.In the process of urban governance modernization,government tools can be divided into two types,internal tools and external tools,based on the different objects in the role of the imported tools.Internal tools are tools directly affect the urban governance main body.The government subjects enhance urban governance capacity through organizational tools,use development tools to clarify urban governance objects,rely on service tools to transform urban governance concepts,and modernize the governance bodies'capabilities,for the application of external tools to provide necessary ability support,direction and theoretical support.Therefore,the application of internal tools has the effect of consolidating the modernization basis of urban governance.External tools are tools that act on the content of urban government governance.Through the integrated application of the rule of law tools,planning tools,market tools and social tools,the relationship among government governance subjects,market governance subjects,and social governance subjects can be coordinated,promoting the political environment,system environment,market environment,social environment and living environment,which will further promote the overall process of urban governance modernization.It can be seen that external tools are the concrete and effective ways to promote the modernization of urban governance.On the basis of the construction of the urban governance modernization tool framework,introducing the case of Xiamen,this article analyzes Xiamen government's overall process of enhancing its own governance capacity with internal tools,and of improving urban governance with external tools.Finally,the article explores the overall mechanism fortools to promote the effectiveness of urban governance.Based on the progressive logic analysis of "frame construction-theoretical analysis-practice test",it is clear that instrumental rationality is the proper meaning of urban governance modernization process.Only from a process perspective,focusing on the positive significance of tools to urban governance entities,urban governance methods,and urban governance effectiveness,can we clarify the tool path for achieving urban governance goals and provide effective theoretical guidance for the tool implementation of urban governance processes.Only in this way can the overall framework of the national governance system be enriched,and the realization of the modernization of urban governance can boost the overall process of the modernization of national governance.
