A Study On The Incentive Mechanism Of Rural Mutual Aid For The Aged In China

The situation of aging in rural areas in China is grim,and pension problems are prominent.Developing mutual assistance and pensions will become an important way to ease the pressure on rural retirement.However,due to many factors such as the structure of the rural population,the concept of pensions,and policies and measures,it is difficult to carry out mutual aid and retirement support in rural areas.Based on this,it is of great practical significance to explore effective incentive mechanisms to promote the orderly development of rural mutual aid and pensions.This paper analyzes the necessity of constructing incentive mechanisms for mutual assistance for the aged in rural areas from the perspective of traditional culture,rural pension supply and demand structure,and rural mutual support for the elderly.The study finds that it is necessary to build incentive mechanisms for mutual assistance for the elderly in rural areas whether it is for the inheritance of traditional Chinese culture or for the current imbalance in the supply and demand structure of rural endowment resources,and the difficulties in solving the difficulties of rural mutual aid and pension funds,personnel,and service levels.Furthermore,this article analyzes from the political,economic,cultural,and organizational perspectives and finds that the government's social policy support,the low-paying payments for elderly children,the inheritance of China's excellent culture,and the participation of rural organizations provide a viable alternative for the establishment of incentive mechanisms for mutual assistance in rural areas.On this basis,the rich experience of the mutual assistance pension model at home and abroad also provides reference for the construction of rural mutual aid and pension support mechanism.Based on this,the paper starts with the construction of incentive mechanisms for mutual assistance in rural areas.Under the guidance of the principles and principles,the welfare pluralism theory is used to explore the roles and responsibilities of mutual aid and pension support participants,and the demand hierarchy theory is used to explore the interest claims of multiple entities.The study found that: Older people are pursuing the satisfaction of old-age care needs,young people are keen to obtain labor remuneration,non-profit organizations advocate the realization of ideas and scale expansion,and the government pursues social stability and satisfaction of the interests of the people.Based on meeting the interests of various subjects,this paper puts forward the cultural guidance,demand realization,interest satisfaction and goal-driven incentive mechanism,and puts forward specific incentive measures for the implementation of mutual assistance pension service shift system,performance evaluation mechanism and reward and punishment mechanism.At the same time,based on the intention of consolidating incentive mechanisms for mutual assistance and pensions,this paper proposes standardized supporting measures for the formulation of policies and regulations concerning mutual assistance and pension support and internal and external supervision mechanisms.It is hoped that the construction of incentive mechanisms will promote the smooth operation of the rural mutual aid and retirement support model.
