Study On The Role Of Local Government In Innovation-driven Development Of Northeastern Old Industrial Base

The northeastern old industrial base is located in Northeast China,which is established earlier in our country.It includes Liaoning Province,Jilin Province and Heilongjiang Province.The northeastern old industrial base has developed rapidly with its rich natural resources and superior geographical location since the founding of People's Republic of China.The development of northeastern old industrial base has greatly promoted the process of industrialization and modernization in our country,it also made a tremendous contribution to our country having an independent and relatively complete industrial system within a short period of time.However,with the transition from a planned economy to a market economy and the depletion of resources in some resource-based cities in the industrial base,the development in northeast China which is dominated by traditional industries has gradually fallen into a dilemma.In recent years,as China's economy has entered a new normal period,the economy has shifted from rapid growth to medium-high growth,the economic restructuring has continued to push forward with structural adjustment and supply-side reform,The GDP in Northeast China has dropped substantially.The continuing economic downturn of the old industrial bases in Northeast China has drawn great attention from the party and state leaders as well as from all walks of life in the country.The new round of national rejuvenation of the northeast has begun and a series of rejuvenation policies have been promulgated.Deepening the reform of the system and mechanism,accelerating the implementation of the innovation-driven development strategy and making efforts to adjust the industrial structure undoubtedly have far-reaching significance for rejuvenating the northeast old industrial base in this series of policies.The 18 th CPC National Congress proposed to implement the innovation-driven development strategy and emphasized that scientific and technological innovation is the strategic support for raising social productivity and comprehensive national strength,it must be placed at the core of the national development overall situation,This is the major national development strategy established by the Central Government in the new stage of development.The report of the 19 th CPC pointed out that innovation is the first impetus to development and a strategic support for building a modern economic system,speeding up the implementation of an innovation-driven development strategy is of great significance to China's economic transformation of its development mode,optimization of its economic structure,transformation of its growth momentum and construction of a modern economic system.Due to historical reasons,the development of Northeast China relies too much on traditional industries such as energy,raw materials and equipment manufacturing,what's more,most of the state-owned enterprises in the region are in a monopoly position in the industry.This has led to the backward industrial structure,low level of innovation and scientific and poor ability to transform technological achievements and other issues,making the economy of Northeast China less competitive in the socialist market economy.Therefore,in-depth implementation of innovation-driven development strategy,promotion of comprehensive innovation centered on scientific and technological innovation,acceleration of the formation of an economic system and development model led and supported mainly by innovation,and promotion of industrial restructuring and upgrading will help the northeast old industrial base in economy Under the new normal,economic innovation will drive the development and rejuvenation in an all-round way.The government can promote,support and guide the implementation of the innovation-driven development strategy through institutional guarantees,policy incentives and environment creation,which will have a significant impact on the innovation-driven development.Compared with the central government,local governments are the actual implementers of higher-level government policies and are more aware of the actual economic development and problems in a region than national governments.Therefore,the impact of local governments on promoting regional innovation-driven development is of crucial importance.So,how to play the role of local government better has become a key issue to be discussed in accelerating the implementation of innovation-driven development strategy.Based on the theory of Marxist political economy,political economy of socialism with Chinese characteristics and the relevant theories of western economics Government behavior,this dissertation intends to explore the government's role and motivation mechanism in the innovation-driven development through the empirical analysis based on the panel data of China's provinces.This paper intends to summarize the problems and shortcomings of the local governments in northeastern old industrial bases in implementing the strategy of innovation-driven development through the research on the present state of local government's behavior in the innovation-driven development in northeastern old industrial bases.On the basis of combining relevant theories and empirical results,drawing lessons from the experience of domestic advanced regions and developed countries in pushing forward the development of innovation-driven economy,putting forward feasible suggestions to play a good role for local governments in northeastern old industrial bases to realize the innovation-driven and comprehensive revitalization of economic development.
