| After a period of rapid development,the growth rate of China's economy has dropped significantly,from 10.6% in 2010 to 6.6% in 2018.In the context of China's government-dominated economic development model,the impact of local government actions on the upgrading of industrial structure should not be underestimated.In recent years,along with the social principal contradiction,the goal of economic development,great changes have taken place in social conditions and so on various aspects,which is dominated by the local government in parts through the investment patterns such as economy,has realized the rapid evolution of industrial structure,but at the same time,the national overall low level of industrial structure,quality and structure of industrialization insufficiency,the serious imbalance of regional development problems cannot be ignored.There are abundant research results on the impact of technological innovation on the upgrading of industrial structure.From the perspective of local government behavior,there are few researches on the impact of local government behavior on the upgrading of industrial structure combining with technological innovation elements.Local governments need to coordinate the relationship between local government behavior,technological innovation and the upgrading of industrial structure.Draw lessons from existing research results in this paper,based on Chinese provincial panel data from 2000 to 2017,from the behavior of local government fiscal imbalance,fiscal decentralization,official promotion pressure and area four dimensions such as the proportion of stateowned enterprises,proposed based on the analysis of local government behavior and the fundamentals of the connotation and mechanism of industrial structure,on the basis of using the empirical analysis of the local government behavior system GMM to high-level industrial structure.On this basis,technological innovation variables are further added to empirically analyze their role in the relationship between local government behavior and the upgrading of industrial structure,and investigate the effect of the difference in technological innovation level on the relationship between them.Findings:(1)Fiscal decentralization,promotion pressure of officials and the increase of proportion of state-owned enterprises can promote the upgrading of industrial structure.The improvement of fiscal decentralization of local governments is conducive to the upgrading of industrial structure.Higher fiscal decentralization improves the fiscal power of local governments and stimulates the upgrading of regional industrial structure through fiscal subsidies and preferential policies.Under the new requirement of high-quality development,local governments will encourage the development of green economy and high-tech industries.The proportion of state-owned enterprises has an inverted u-shaped influence on the upgrading of the industrial structure,but it is not significant.The proportion of regional state-owned enterprises will promote the upgrading of the industrial structure.The preferential policies and capital investment brought by stateowned enterprises in the current development stage can significantly improve the allocation of regional resources and stimulate the rapid growth of regional industrial structure.(2)The increase of fiscal imbalance is not conducive to the upgrading of regional industrial structure,presenting a "U" shaped relationship.As a result,local governments have limited funds to invest in technological innovation and develop high-tech industries,which is not conducive to the upgrading of industrial structure.However,when the fiscal imbalance is too large,the ultra-large fiscal expenditure means huge fiscal input,which will stimulate the upgrading of regional industrial structure to some extent.(3)Technological innovation plays different regulatory roles in the impact of local government behavior on the upgrading of industrial structure.Technological innovation plays a significant positive regulating role,which can significantly enhance the positive effect of fiscal decentralization,official promotion pressure and proportion of stateowned enterprises on the upgrading of industrial structure,and intensify the negative effect of fiscal imbalance on the upgrading of industrial structure.(4)Differences in the level of technological innovation will affect the promotion of local government behavior to the upgrading of industrial structure.A lower level of technological innovation will reduce the impact of fiscal decentralization on the upgrading of industrial structure,and the improvement of technological innovation level can effectively enhance the role of fiscal decentralization on the upgrading of industrial structure.As technological innovation crosses different thresholds,the regression coefficient of the proportion of state-owned enterprises shows a significant increasing trend,that is,the improvement of technological innovation level can enhance the positive effect of state-owned enterprises on the upgrading of industrial structure.Policy Suggestions:(1)Local governments should maintain a reasonable balance of revenue and expenditure.While maintaining the balance of local government revenue and expenditure,we should avoid blindly pursuing excessive decentralization of local government revenue.Focus on developing high-tech high-tech industry to the fundamentals of industrial structure to promote regional level of GDP and the growth of tax revenue,fiscal revenue and expenditure structure reasonable planning,reduce unnecessary spending.(2)Appropriately raise the pressure on local government officials.The establishment of high-quality economic development as the requirement of local government officials performance evaluation index.As far as possible,local governments play a good guiding role in economic development and industrial structure adjustment,the official promotion pressure for innovation and development power,slow and steady economic development,raise the level of high-level regional industrial structure.(3)Rationally allocate the proportion of state-owned enterprises according to the actual development stage of the region.Encourage the development of private enterprises and state-owned enterprises shoulder to shoulder,make full use of market competitive environment to stimulate the enterprise healthy competition.For regions with a low level of economic development and weak technological innovation capacity,state-owned enterprises are encouraged to enter.In regions with a high level of economic development and a high degree of marketization,we should respect the choice of the market,reduce the degree of local government intervention,and encourage private enterprises to compete with state-owned enterprises.(4)Local governments should continue to deepen technological innovation reform.Attach importance to the strategic position of technological innovation in the current economic development and the upgrading of industrial structure.Strengthen the training of advanced practical talents and improve the process of transforming technological innovation into productivity.Playing the market regulation and control of local government functions,create good innovation environment,emphasizes the domestic independent innovation,promote the national scientific and technological progress,improve the international division of labor,for the development of Chinese economic globalization provide more factor endowments. |
