A Study On The System Of Technological Innovation In The Old Industrial Base

According to a social economic problem ----- lack of technologicalinnovation in the old industrial base, this paper, theoretically, states therelationship between techno1ogical innovation and system innovation and provesthat the local government in the old industrial base is the principal part and itseffect and function in fostering the regional innovation system. On the basis ofthe above, starting with recession system in the industrial base, it alsoinvestigates and analyzes the emergence and the current situation oftechnological innovation and cultural behaviour in recession. Furthermore, as faras the local government is concerned, first, in directly developing policy intechnological innovation, it points out principles and measures in making policyfor a local government and discusses the choice of policy and specific measures.Second, in indirectly developing culture of the regional innovation intechnological innovation, it puts forward opening cultural fields for fosteringinnovative ta1ents and new thinking to revive the old industrial base.
