Since the Reforming and Opening,China has made remarkable achievements in poverty alleviation.And China's poverty reduction strategies follow closely with the background of the times and the reality of the national conditions.Since 2013,the movement of "Precisely Poverty Alleviation" has risen in the whole country,getting rid of poverty on time has become the "central work" of poor villages and towns throughout the country.Although the work has achieved many achievements,there are still some difficulties and problems in the concrete practice.Such as digital and form poverty alleviation,seriously poverty-returning…Poverty alleviation is essentially a major political issue.In China's top-down pressure bureaucracy,the township cadres connect the state with its people.How is township poverty alleviation cadres like? What are the characteristics of their poverty-alleviate-behaviors? How they will affect the policies? And what can we learn from it? These are questions the paper is trying to answer.It contains the following sections:The first part is concepts and theories,on which defines the concepts of “township cadre”,“accurate poverty alleviation”;describes theoretical perspectives of action-structure,policy implementation;then establish the framework for analysising the behavioral context.The second part briefly introduced the basic situation of case X town in terms of geographical location,economic development,implementation of precision poverty alleviation,the composition of personnel,and so on.The third part elaborates the situations of the poverty alleviation behavior of township cadres,and analysis them from the external and internal contexts:The external context is the external force that influence the poverty alleviation behavior of cadres,specifically including two aspects and three factors.The internal situation is the status of the poverty alleviation cadres themselves.The fourth part discusses the concrete actions and manifestations of the poverty-alleviation cadres in X town under the influence of internal and external circumstances,under the three poverty alleviation modes of strategic poverty alleviation,sports poverty alleviation,and collaborative poverty alleviation.The last part summarizes the characteristic poverty alleviation act and performance of the poverty-alleviation cadres in X town,and proposes appropriate solutions to the problems that have emerged in precision poverty alleviation.
