Research On The Implementation Deviation Of Precision Poverty Alleviation Policy

As we all know,village cadres are the direct implementers of the precise poverty alleviation policy,which plays a key role in the implementation of accurate poverty alleviation policies.This article starts from the relationship between the three role-playing of village cadres and the implementation effect of the precise poverty alleviation policy.The following reflections and explorations are made: the problems,performances and harms caused by the implementation bias of the precise poverty alleviation policy? Which three roles does the village cadre play in the policy implementation process? What is the relationship between the three roles of village cadres and the deviation of policy implementation?Based on the principal-agent theory,this paper expands the thinking,selects the perspective of the three roles of the village cadres,constructs the logical analysis framework by using the “variation and collusion” under the interaction of the three roles of the village cadres,and adopts the “multi-case analysis” research method to select Jiangxi.The implementation of the policy of the four villages in the county of H County is a typical case study to study the deep mechanism principle behind the deviations in the implementation of the precise poverty alleviation policy.In this regard,the following findings are found: First,the current problems of China's precise poverty alleviation policy have the following problems: poverty alleviation performance assessment “a large number,formalization”,accurate identification“man-made,inaccurate”,industrial poverty alleviation “thunder thunder,small rain”Second,the main performances of village cadres in the deviation of precision poverty alleviation policies are as follows: selective execution,alternative execution,symbolic execution,and concealed execution.Third,the main harm brought by the deviation of the precise poverty alleviation policy is that the implementation of the policy is difficult to land,the poverty alleviation resources are seriously wasted,and the overall effectiveness of poverty alleviation is affected.Fourth,the role of village cadres in the implementation of precise poverty alleviation policies: “agents of national interests”The role of "the most prominent," the role of "rational individual" followed,the role of "the spokesperson of the village society" is the weakest.The fifth is the cause of the deviation of the implementation of the precise poverty alleviation policy from the perspective of the three roles of the village cadres: the policy changes and collusionunder the conflict of the three roles of the village cadres.In summary,it is found that the policy modification and collusion under the conflict of the three roles of the village cadres is essentially due to the irreconcilable conflict of interest between the entrusting party(the central government,the provincial,city,county and township governments)and the village cadres.It is the conflict of interest.The implementation pressure brought about the serious misplacement of the three roles of the village cadres,which eventually led to the problem of precise poverty alleviation policy deviation.Therefore,in the current period of poverty alleviation and the beginning of rural revitalization,it is particularly important to let the role of village cadres return.To this end,the role of the village cadre needs to start from the following two aspects: First,subjective aspects,to improve the overall quality of policy executives(village cadres).Second,objectively,integrate the interests of village cadres with the central,provincial,county,and township governments to resolve conflicts and maintain a harmonious balance of interests.
