"Cost-imposed" is a measure taken by the United States to prevent China's reclaiming land in the South China Sea from being ineffective.It is a backdrop for the United States to return its strategic focus to the game of traditional big powers,taking the South China Sea dispute as an opportunity to obtain limited targets and delay the rise of China.And maintain the Sino-U.S.relationship without breaking the long-term struggle strategy adopted.Sino-U.S.relations are one of the most complex bilateral relations today.We must examine the reasons for the implementation of the strategy from a multidimensional perspective.From the perspective of the United States,the United States adopts the game of neutrality based on the complexity of the bilateral competition and cooperation relationship.Based on the actual difficulties in the imbalance between strength and willingness,the United States pays attention to avoiding risks in the process of maintaining hegemony comprehensive pressure.Since the United States returned to the Asia-Pacific region,it gradually stepped up its involvement in the South China Sea dispute.From its initial position of non-interest,it turned to Vietnam,the Philippines,and other countries to confront China,resulting in a deteriorating situation in the South China Sea and the cost of acquiring political achievements in the South China Sea.From the perspective of China,in the past,China's comprehensive rights-seeking model for comprehensive stability has been unable to adapt to the current needs for stabilizing the maritime situation.In view of this,the pattern of rights protection in the South China Sea has been forced to transform and the overall shift has been to fully safeguarding the rights based on stability.In order to effectively safeguard national interests,China's South China Sea's ability to defend its rights has gradually grown,the strength of the navy has increased,the administrative functions of the marine functional departments have undergone consolidation and adjustment,the marine law enforcement forces have been continuously enriched,the capacity of the coastal coastal defense coordination organization has been consolidated,the awareness of the coastal defense strategy has been strengthened,and the strategy of ocean power has strengthened.The top-level design leads the transformation of the diplomatic approach,from raising the echelon to cultivating prosperity,and transforming the specific rights-protection model in the South China Sea,applying maritime law enforcement forces,implementing fragmented,incremental rights protection,avoiding conflicts,and strengthening political gains in the South China Sea.At the same time,the increase of China's influence on ASEAN's economy in recent years has prompted the transformation of the Southeast Asian international system,that is,the dual compound structure of economic security;China also regards ASEAN as the priority direction of neighboring diplomacy,and the “Belt and Road” development frontier and key areas.All these highlight the rapid increasein China's influence in Southeast Asia.Moreover,as the strategic game between China and the United States intensifies in the South China Sea,China and the United States are seriously opposed to each other in their freedom of navigation.At the same time,the United States has prevented China's territorial land reclamation from being ineffective.These factors all prompted the introduction of "cost-imposed" strategies and containment."Cost-imposed" has a close link between effectiveness and cost increase.The decrease in effectiveness is mainly aimed at the land reclamation and marine law enforcement,suppressing the change of the island as a reef,defaming the implementation of “coercion” at sea,and constraining the construction of “artificial islands and reefs” in China to prevent China's rights from being defended,hype China's maritime “strength bullying”,and increase the outside world's protection of China's rights.The sense of resistance.The increase in cost mainly covers increasing military defense costs,constraining the “One Belt and One Road”initiative,and maintaining a high pressure on China's peaceful development.It not only sieges China on the South China Sea issue,but also intends to disrupt the “One Belt and One Road”in the South China Sea and promotes smooth progress in Southeast Asia.It is difficult to seek the fullness of each other.To achieve the above objectives,the United States has carefully deployed and comprehensively used military,diplomatic,paradoxical,and economical means to strengthen the South China Sea deterrence militarily and diplomatically to strengthen the South China Sea encirclement.Public opinion has intensified discrediting and attacks,and economically enhanced the transformation of the trading system.China's implementation of the “combination boxing” in rights protection in the South China Sea has attempted to make China's South China Sea safeguard its rights costly and offset the political achievements of China's rise.In spite of this,the “cost-imposed”strategy did not succeed in the series of objectives.China's “artificial island and reef construction”achieved steady results,the maritime rights were securely and orderly,the “One Belt and One Road” initiative advanced steadily,and the peaceful development trend was robust and strong.Although the “cost-imposed” strategic goal has been frustrated,the United States has no other solution to this issue.“Cost-imposed” is an important option that faces the challenge of the great powers and the pursuit of limited goals under the premise of maintaining peace.The Trump administration's policy toward the South China Sea is bound to To make adjustments,the author made some observations regarding the implementation of the “cost-imposed”implementation of the Trump administration.First of all,the United States will continue to implement “costs imposing”;then,strategically,it highlights the deterrence of hard power and emphasizes military diplomacy.Indo-Pacific gradually replaces Asia Pacific,and the multilateralization of security mechanisms tends to become more obvious;it strengthens strategic clarity and avoids Sino-US maritime risk.In light of this,China,as the target country for its implementation,needs to maintain its strategic alertness and take targeted measures.To stabilize Sino-U.S.relations and strengthen China's maritime diplomacy capacity building;China and ASEAN countries negotiate and resolve disputes,increase trust and dispel doubts;strengthen foreign communications strategy awareness and provide international public goods;shape military defense forces in the South China Sea and strive for peace with strength;Dominate and strengthen soft power.
