Research On Township Rules And Regulations From The View Of Village Society Governance

In 2018,the central rural work conference proposed to implement the strategy of rural revitalization,and raised the "three rural" problem to a new height.As an important part of Rural Revitalization Strategy,rural social governance has always been the focus of attention of the party and the state.As a key point of the rural social governance system,township regulation has always been a hot issue in academic circles.As an important form of rural social governance,it is not just as simple as a standard of behavior.On the contrary,it is an important tool of rural governance system,the government and society to guide and appropriate support,in the maintenance of rural social stability,promote grass-roots democracy,promote and inherit the traditional culture,strengthening the autonomy of villagers has positive significance.Therefore,it is of great academic value to carry out the study of township rules and people's contract,but also has great reference significance to the reality of the innovation of the rural social governance system.This paper takes Longquan village of Seven Li Ying Town in Xinxiang County of Henan Province as the research object,rural people in Longquan village through interviews,interviews survey and questionnaires about in-depth research,aimed at the rural governance of rural people about the regulation of the angle of practical significance,analyzes the historical process in the countryside the system construction and the successful experience,this paper expounds the related theory about xiangguiminyue study and rural social governance based on concept,Longquan village convenances text and practice process as well as the referential significance of in-depth analysis.At the same time,it also makes a deep analysis of the governance mode and governance structure of Longquan village,and analyzes what relations,such as the relationship between the government,the villagers and the township regulation and the implementation process,the main body and the object,the formulation and implementation.With the rapid development of the socialist market economy,China's various aspects of the reform into the deep water,rural governance is in the transition period difficult,speed up the transformation of rural economic structure,rural governance contradiction,especially in Henan such a big agricultural province,the traditional,the reform in the face of the resistance will be more.We should reform the governance system and mode of rural society,actively implement system building and institutional innovation,focus on strengthening the enthusiasm and initiative of villagers' autonomy,and ultimately realize the revitalization of rural society in a fundamental sense.The rural social governance model of Longquan village has a certain sense of maneuverability in its governance process and effectiveness.Based on the village regulations and construction process and the implementation process about the review,summed up the successful experience,and points out that to achieve "rural America,rich farmers,agricultural strong Rural Revitalization goals,the most fundamental thing is to solve people's problems,the whole process should pay great attention to cultural and economic poverty at the same time.Therefore,from the perspective of rural social governance,today,with the increasingly vigorous development of the villagers' autonomy system,the township regulations have still important theoretical and practical significance to achieve good governance in rural areas.
