Inheritance And Transformation:Traditional Village Rules And Regulations About The Current Rural Governance

The traditional village rules and regulations are the behavior norms based on the voluntary consent of the villagers,also a relatively complete local autonomy rule to deal with local community affairs.In the Song Dynasty,Lv Dajun create Lv Shi community covenant to improve the customs,opened the village autonomous and fixed text rules of history.The content of Lv Shi community covenant include moral,cultural,economic and social aspects and so on,to establish a moral leader,folkway pure and honest,harmonious relationship,rural social order and stability aspects are included,a comprehensive programme of construction local social order which end to the customs changed.Then,Zhu Xi make some profit and loss to Lv Shi community covenant and make it spread in the future.After Zhu Yuanzhang establish a regimet,preaching the encyclical,enlighting the villagers.Wang Shouren is a famous thinker in Ming Dynasty,when he govern the Jiangxi province created Nan Gan villagers agreement which is a voluntary freedom organization.There is no room for bargaining,all the villagers must participate in,but also because of this,the implementation of more powerful guarantee and reach a new stage in the end.After the founding of new China,administrative power strengthened in the rural area and rural autonomy becomes weak.after the Reform and Opening,following the Household contract responsibility system the first rule of the spontaneous villagers come into being in 1980 in Yishan County.As a result,village autonomy was written into the Constitution in 1982,and from then on the villagers' autonomy developed quickly with the support of laws and policy.Because of the villagers autonomous tradition,it provides rich nutrition of traditional village rules for the development of the traditional and modern traditional village rules and regulations text analysis and we can find a lot of similarities,such as the importance of moral education,maintaining social order,promoting the production,protecting forests and other natural resources.However,there is still a lot to be exploited,such as the villagers who tend to make moral education become a mere formality,the lack of traditional village rules and regulations sense of ceremony,and some of the modern village rules and regulations is not illegal,and poor operability which need to be perfected.This paper argues that we should improve the contemporary village from two aspects,the first is to enhance the autonomy of the village,which is the role of autonomy of village regulations and fully guarantee,the second is to cultivate autonomous talents.Agriculture is always the focus and the country attaches great importance to the issue.The total number of rural population in our country is still huge,and it must need a large number of specialized personnel,and "New country squire" can be a good starting point.
