Most traditional villages in China are located in areas with complex geological environment and fragile ecological environment.Since ancient times,they have been fighting against natural disasters.Compared with cities,the ability of disaster prevention and mitigation is fragile.With the advancement of industrialization and urbanization in China,the pressure of the resources,environment and ecology in rural areas getting stronger,all kinds of natural disasters are more frequent and complicated,so the situation of natural disasters prevention is becoming severer.In current rural community construction,under the principle of co-work and share in the process of governance,our country should make each individual in the community involved in the rural community governance.Disaster prevention and reduction is an important part of community governance,and it is of great importance for rural areas that are vulnerable to disaster and weak in disaster reduction.China has paid great attention to rural disaster management over the past years,coordinated urban and rural development,and improved the capacity building for disaster prevention and reduction.At this stage,in order to improve the ability of disaster prevention and mitigation at the grass-roots level,the goverment extends disaster prevention and mitigation work to the rural community.Meanwhile the provincial cities and counties have carried out some regional exploration by choosing different types of rural community as the breakthrough point,although the present innovative practice has achieved certain results,there still exist bottlenecks in the management.Overall disaster prevention and mitigation work in rural areas in China started late,the poor foundation,disaster prevention and mitigation capacity lags behind,there are many common problems,such as the main body participation mechanism is not sound,system guarantee is not standard,the shortage of resources,etc.Based on the theory of multiple work through writing,from the perspective of history of the rural community disaster prevention and mitigation model presents from one yuan to diversified development,as the logical starting point of the article.Under the background of new rural community governance,the author has selected Linli of Hunan,Yuqing of Guizhou.Guangyuan of Sichuan,Cangnan of Wenzhou,four areas appear practice patterns and typical of disaster prevention and mitigation,to excavate the current community governance dilemma of disaster prevention and mitigation.To solve the current difficulties in rural areas of disaster prevention and governance,the author in Y county,Hubei province disaster prevention and mitigation management as the breakthrough point of the research of the typical case,based on the analysis of the county in disaster prevention and control of "four one" grid background,forming a nuclear multivariate association brought the driving,the governments at all levels to coordinate embedded dynamic alliance multidimensional linkage reduction and enterprise collaborative interaction and the participation of rural community collaborative mechanism of disaster prevention and mitigation,and for the rural community governance provides the valuable experience of disaster prevention and reduction.To explore the multiple participations of disaster prevention and mitigation in rural comumunities,the author further excavate the limits of the current rural community pluralism participation in disaster reduction management,comprehensively analyzed the current rural community disaster prevention and mitigation of multiple participate in existing the confined of legal system,collaborative mechanism,capacity building,resource supply,the governance,ultimately participations finds some rural community multiple participations in the development of disaster prevention and mitigation by taking an overall view on history,presant situation,some typical cases and the confined.
