Research On Shaanxi Rural Community Disaster Prevention And Mitigation Mechanism In The New Rural Construction

Disaster is frequent in China, disaster events every year for the development of thenational economy and people’s life and property safety brought huge losses. To strengthen thedisaster emergency management, to ensure social stability and security, is a major practicalproblem faced by all levels of the government. At present, from the national level, the PartyCentral Committee, the State Council attached great importance to disaster emergency work,the Party Congress clearly put forward to "strengthen the work of disaster prevention andreduction". The party’s seventeen plenary session made clear once again "to strengthen theweather disasters, geological disasters, earthquake monitoring and early warning, to improvethe monitoring level, perfect plan, strengthen the construction of professional forces, enhancethe capability of emergency rescue, popularize disaster reduction knowledge, improve disastermanagement and disaster rescue capacity of farmers." However, a prominent feature ofdisaster events is generally occurred in the place and the base area, and in the ruralcommunity disaster emergency first-line, especially in disaster prevention and reductionmechanism of rural community improvement is still in the initial stage of development, theability to deal with unexpected disasters which need to be improved.In this thesis, Shaanxi Province, disaster prevention and mitigation mechanisms in ruralcommunities as the research object, starting from the actual situation in Shaanxi ruralcommunities, using the theory of disaster prevention and mitigation mechanisms and learnfrom foreign experience in full on the basis of Shaanxi Province on improving ruralcommunities The range of issues were studied. Study was launched around the followingquestions: First, the theoretical basis of Shaanxi Province and rural communities in disasterprevention and mitigation mechanisms; Second of Shaanxi Province facing rural communities;Third, the Shaanxi Provincial Disaster Prevention and Mitigation Mechanism rural communities exist issues and causes; fourth is how to further promote and gradually improvedisaster prevention and mitigation mechanisms Shaanxi rural communities.Around the above problems, the main research of this paper includes the followingaspects: first, it discusses the basic theory of rural community disaster prevention andreduction mechanism in Shaanxi province. Mainly explains the basic connotation of thetheory of rural community disaster prevention and reduction mechanism in Shaanxi Province,the theory basis, the rural community disaster prevention and reduction mechanism ofShaanxi Province practical significance, and the research status at home and abroad areanalyzed. Second, it explains the basic situation of the rural community disaster preventionand mitigation community of Shaanxi Province, and selected Tang Wan community as well asthe red flag community as a case to the specific research. Third, the question and the reason toexplain the rural community of Shaanxi province disaster prevention and mitigationmechanism. Fifth, the perfect rural community disaster prevention and reduction mechanismof Shaanxi province policy recommendations. Mainly from the pre disaster prevention,disaster relief work, improve the post disaster reconstruction work are discussed.
