Research On The Construction Of Chongqing Rural Disaster Prevention And Mitigation Ability

The rural area is a general social area with agriculture as the main industry and agricultural population as the main body,including villages,market towns and other residential areas;agriculture is the industry of planting,forestry,animal husbandry and fishery,including the directly related prenatal,In-and post-natal services.In 2021,the No.1 document of the central government proposes to insist on giving priority to the development of agriculture and rural areas,and comprehensively promote rural revitalization and accelerate agricultural and rural modernization.In the vast rural areas of my country,especially the western rural areas,the level of natural disaster prevention is low and the ability to withstand disasters is weak,which severely restricts the development of agriculture and rural areas.More than 90% of Chongqing’s affected population and direct economic losses caused by natural disasters each year come from rural areas and agriculture.Carrying out research on the capacity building of rural disaster prevention and mitigation is not only based on the realistic consideration of the threat of natural disasters in Chongqing’s agricultural and rural areas,but also the inherent requirements of the rural revitalization strategy.It is of great significance for accelerating the modernization of agriculture and rural areas.In order to analyze the problems and causes of disaster prevention and mitigation in rural areas,based on the statistical data of disasters over the years,the main types of natural disasters faced by Chongqing rural areas and their geographical distribution characteristics are summarized,taking the townships,administrative villages,and rural households in District H in the northwest,and the rural "8·14" landslide disaster in County C in the northeast as examples,the main problems and causes are analyzed from different levels and angles.It mainly includes that the concept of prevention as a priority has not been fully established,disaster awareness is weak,grassroots investment before disasters are insufficient,agricultural housing and agricultural infrastructure are not high in disaster resistance standards,agricultural disaster prevention and mitigation measures are weak,and rural families have a poor disaster prevention foundation.Using relevant theories,combined with case enlightenment and foreign practices,around the three major links of pre-disaster prevention,treatment during a disaster,and post-disaster recovery,solutions and countermeasures have been proposed,which mainly include establishing the concept of pre-disaster prevention as the main priority,and integrating rural disaster prevention and mitigation capabilities.The construction is incorporated into the economic and social development plan to realize the improvement of disaster prevention and mitigation capabilities and the synchronization of economic and social development;emphasis on the cultivation of rural disaster awareness and disaster response skills;emphasis on the improvement of rural natural disaster monitoring and early warning capabilities,clarify response measures for various early warning information,and optimize villages Level-level disaster prevention and mitigation capability evaluation index system;strengthen technical guidance for agricultural disaster prevention and mitigation;implement guarantee elements such as rural disaster rescue teams,post-disaster rescue and reconstruction,investigation and evaluation.The conclusions drawn by this research hope to provide some reference and help for Chongqing rural areas in the practice of resisting natural disasters,and play a positive role in the comprehensive promotion of rural revitalization and agricultural and rural modernization in Chongqing.
