| Water rights trading market,also known as water rights market or water market,is a mean of water resources allocation.Considering water resources as a tradable commodity,the efficient utilization of water resources can be promoted by establishing a water rights trading market and giving full play to the market allocation of water resources.The market for water rights in foreign countries has developed relatively earlier and has already acquired certain scale,and is becoming a new trend in global water management.In recent years,our country has also taken a fruitful practice in the construction of water right trading market,which has already been developed in the local water right trading market.However,the existing domestic water right transaction market exists such problems as institutional insufficiency,small size,low engagement and insufficient matching,and the distance from the formal establishment of the mature water right market.Therefore,it is important to accelerate the development of the domestic water rights market.Due to the particularity of water resources and the characteristics of China’s national conditions,the construction of domestic water rights trading market cannot be separated from the play of government functions,and the construction of water rights trading market can also react to the innovation and improvement of government water resources management and deepen the functional reform of the government.Therefore,based on the current situation and problems in the construction of China’s water rights trading market,relevant studies on the role of the government in promoting the construction of water rights trading market have been carried out,and a path for the government to promote the reform of water rights trading market has been explored,which has become an important content of this paper.In this paper,it is based on the development of the water rights market and the function of the government,and based on the fact that the water rights market in the country is actually built,it analyzes the problems of the government’s existing.Based on the advanced experience in the construction of water rights trading market at home and abroad,the function orientation of the government in the construction of water rights trading is obtained through comprehensive analysis,and the countermeasures and suggestions for the government to promote the construction of domestic water rights trading market are expounded from both macro and micro aspects.In this study,it is believed that when the water rights market is in the process,the government has to take the responsibility of its own,and do the right things with the political responsibilities,the economic responsibilities,the ecological responsibilities,the social responsibilities,and handle the relationship between the market and the government correctly.It is necessary to give full play to that role of government in the practice of market construction,so as to realize the concrete work of the following four aspect: founding water rights market system,innovating administrative supervision mechanism,guiding the water market communication guidance and constructing the wat infrastructure. |
