Research On The Role Of Government In PPP Mode Of Urban Rail Transit

One of the main responsibilities of the government is to provide public services such as infrastructure,and the provision of public transport facilities is an important aspect.With the improvement of the living standard,the demand for urban rail transit is increasing,but the limited financial support and high construction cost make the public demand for urban rail transit can not be met.Therefore,in order to make full use of the advantages of the market in capital and technology,to make up for the financial shortage of the government and to alleviate the pressure of the government debt,the PPP model which the joint participation of government and social capital in the construction of infrastructure and public services arises.However,in the practice of urban rail transit PPP project,the role transformation of the government in urban rail transit PPP project is not in place,due to the short experience of PPP mode,the government "almighty government" thinking,the difficult to straighten out the relationship between the government and the market and the difficult to change the inherent governance mode.In the course of the operation of the project,there are many problems in the process of the role playing of the government,which needs to be paid more attention by all parties,and it will be analyzed and studied to provide guidance for the development of the follow-up projects.From the perspective of government role,this paper studies a series of problems that need to be improved in the PPP project of urban rail transit.this article is supported by the theory of the omnipotent government and limited government,the theory of privatization and the theory of governance.This paper analyzes the PPP project of urban rail transit on the basis of the transformation of "all powerful government" to "limited government",the relationship between government and market and the innovation of governance model in the PPP model.Firstly,this paper setting forth the PPP model at home and abroad and the course of the development of the PPP project in urban rail transit and the great achievements have been made.The corresponding functions and duties adjustment of the public service supply from the traditional government financing model to the PPP model are analyzed,the role of the government in the PPP project of urban rail transit is relocated in view of this change.Secondly,on the basis of defining the responsibility of the government and the precisely positioning of the role,combining a large number of practical cases,expounds the problems existing in the five role playing of the government in the design of planners,interest coordinators,supervision managers,policy makers and the introduction of cooperation mechanism and analyses the causes contrapuntally.Finally,on the basis of following the public interests,improving efficiency,fairness and justice,and participating in the value orientation of many parties,put forward feasible suggestions on the problems existing in the role playing of the government in order to provide the corresponding guidance for the PPP project in the field of urban rail transit in the future.
