Research On The Prevention And Control Of Trade Smuggling From The Perspective Of Collaborative Governance

In recent years,trade smuggling has become an important part of smuggling crime.Due to the increasing speed of economic development in China,there is a certain gap between domestic and foreign commodity prices,which makes the trade smuggling activities become more and more prominent.Industry smuggling caused great harm,not only resulting in the loss of billions of tax,and a large number of overseas goods,has a price advantage to our country the impact of the market,will certainly to cause fatal blow to the pillar industry in China,serious damage to national industry.In our country under the background of increasing to crack down on the crime of smuggling,smuggling crime renovates ceaselessly,combat smuggling working challenges,must be under the new situation for how to more effectively combat and prevent industry smuggling crime attention and research.Based on the collaborative governance theory with theory and case analysis,pointed out our country governance the challenge for the industry of smuggling crimes as well as the existing problems,and at the same time,a detailed analysis of a problem,and then puts forward Suggestions for the collaborative management industry smuggling.This paper tries to apply the thought of "collaborative governance"to the practice of combating trade smuggling,which is expected to be a reference for future anti-smuggling work.This paper consists of five chapters:the first chapter is the introduction.The second chapter is an overview of the trade smuggling crimes in China,and introduces the definition,category,characteristics,the harm caused by the current trade smuggling crimes and the present situation of the crimes of trade smuggling in our country.The third chapter introduces the main measures adopted by China to combat the trade smuggling,the achievements and experience,and puts forward the challenges to the prevention and control of trade smuggling.The fourth chapter introduces the relationship between the organization and management of trade smuggling.The fifth chapter is the focus of this article,by using the theory of cooperative governance and industry to prevent smuggling crime countermeasures study,from the perspective of public management theory to study how to fully mobilize government functional departments and local administrative departments,social organizations and enterprises and institutions and the people,further improve the blow smuggling pertinence and effectiveness of the industry,attaches importance to the member units to cooperate,form the three-dimensional and improve the anti smuggling networks.
